On 04/18/2025 at 8:10 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a complaint investigation. LPA met with the Licensee’s Karim Ramzanali and Samira Ramzanali and explained the nature of the visit. Present on this facility were 9 Staff and 55 preschool children. The facility operates from Monday to Friday, 7am to 6pm.

The Reporting Party (RP) alleged that the Staff does not ensure facility operates in ratio.

LPA obtained copies of Facility’s Sign in and out sheets, Staff Records, and LIC 500.

During the visit, LPA conducted a Record Review. LPA conducted a Health and Safety Inspection with the Licensee Karim Ramzanali at 9:55 am.

On 04/18/2025 at 8:10 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a complaint investigation. LPA met with the Licensee’s Karim Ramzanali and Samira Ramzanali and explained the nature of the visit. Present on this facility were 9 Staff and 55 preschool children. The facility operates from Monday to Friday, 7am to 6pm.

LPA obtained copies of Facility’s Sign in and out sheets, Staff Records, LIC 9040 and LIC 500.

During the visit, LPA conducted a Record Review. LPA conducted a Health and Safety Inspection with the Licensee Karim Ramzanali at 9:55 am.

At 9:59 am, LPA conducted a health and safety inspection with the Licensee Karim Ramzanali, on Room 4 preschool bathroom, the 2 toilets appeared not being flushed, the water sitting in the toilet bowl appeared to still have urine in it.

The Licensee was in violation of the Section 101238 (a) Buildings and Grounds - The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.

The preponderance of evidence standard has been met; therefore, the above allegation is to be SUBSTANTIATED.

LPA Estoesta informed the Licensee Karim Ramzanali that this report dated 4/18/2025 included a Type B Citation which can be posted as there is a potential risk to the health, safety, or personal rights of children in care.

LPA advised the Licensee to develop a plan of correction and submit a proof to the Oakland Office via email or mail on or before 4/25/2025.
The Plan shall describe how the licensee will bring their facility into compliance. It must be measurable and verifiable. LPA encourage the licensee to reach out to the LPA as needed.

This requirement is not met as evidenced by, based on the LPA's observation, during this visit, at 9:59 am, LPA conducted a health and safety inspection with the Licensee Karim Ramzanali, on Room 4 preshcool bathroom, the 2 toilets appeared to be not being flushed, the water sitting in the toilet bowl appeared to still have urine in it. At 8:20 am, LPA observed S6 and S1 was with 8 preschool children at Room 4, S6 and S1 are Teacher Aides. At 9:55 am, on Room 4, LPA observed S1 with 10 preschool children. LPA reviewed S1's record, and S1 only qualifies as a Teacher Aide. At 10: 01 am, S5 came in the room to supervise the children, however, S5 is also a Teacher Aide. An aide shall work only under the direct supervision of a teacher, during this incidents, the Licensee was out of ratio.

The Licensee was in violation of Section 101216.3 (a) Teacher-Child Ratio - there shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance.

The preponderance of evidence standard has been met; therefore, the above allegation is to be SUBSTANTIATED.

LPA Estoesta informed the Licensee Karim Ramzanali that this report dated 4/18/2025 included a Type B Citation which can be posted as there is a potential risk to the health, safety, or personal rights of children in care.
