On 10/29/2025 at 9:28am Licensing Program Analyst (LPA) Morgan Pringle met with director Srubra Gupta to deliver findings for a complaint that was received alleging the facility is comingling children. Present during LPAs visit were twelve (12) toddlers, thirty-one (31) preschool age children and five (5) additional staff. Three (3) classrooms in use today, A3/Toddler, Early Preschool 2 (EP2) and Preschool (C1) were toured. Facility also holds a license for infants (073409580) and operates from 7:00am - 6:00pm, Monday - Friday.

Through LPAs investigation interviews were conducted and documents were collected. The facility holds a toddler option that operates in two rooms, EP1 and Toddler. According to the facilities Master Floor Plan the 2 classrooms are located between the two infant rooms. Through interview it was stated that the children in the Toddler room are comingled with EP2 at the end of the day. It was also found that there have been times when Toddlers, EP1, EP2 and Preschool would combine for the last hour of the day due to low staffing.

LPA determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22 is being cited on the attached LIC 9099D. Failure to submit Proof of Corrections (POC) by Plan of Correction date may result in civil penalties.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Shubra Gupta.

(a) Licensees serving preschool-age children may create a special program component for children who are between 18 months and 36 months...(1)...no child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

Director must submit a written plan to ensure children are not comingled between the Toddler rooms and Preschool. The written plan must be sent to LPA Pringle by POC date.

This requirement was not met as evidenced by: through interview and record review it found that the facility was/is comingling the toddlers enrolled in the toddler option with the preschool children, which poses a potential risk to the health & safety of the children in care.

Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected.
