On Wednesday, December 18, 2024, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) M. Domantay and Brindha Govindasamy met with Applicant Representative, Natasha Aguilar and conducted a full tour of the facility indoors and outdoors for the purpose of a pre-licensing inspection for a change of ownership. However, due to computer difficulties on 12/18/24 LPAs were unable to create, write, and print a report. Report is being created, written, and printed today, 12/23/24. Applicant requests a single licensed child care center for a toddler program ages 18 to 36 months. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted and approved on 10/15/2024 from the Contra Costa County Fire Protection District. The facility provides food and food is also provided from home by families. LPAs reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

INDOOR ACTIVITY SPACE:
There are 3 toddler areas: C7, C8, and C9. LPAs observed sufficient amount of equipment, toys, tables, chairs, and mats during today's inspection. LPAs observed a first aid kit available in each classroom, located on the wall. Medications will be stored in the first aid kits and locked cabinet in the front office area. LPAs observed cleaning disinfectants are appropriately stored and inaccessible to children. Natasha stated there are no poisons or firearms on the premises. LPAs observed a carbon monoxide detector in the toddler classroom. Per Natasha facility will utilize electronic sign-in/sign-out system.

LPAs completed measurements during today's inspection. The total toddler classroom space contains a total of 1,154.14 square feet, which will accommodate Applicant's request for 30 toddler children.

There are 4 toilets and 4 sinks for the children, and a separate private restroom for the staff is located in the the facility. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the main office and will use the staff restroom, if necessary.

LPAs observed fire place in the toddler classroom that was blocked by a storage shelve and per Natasha fire place is not working. LPAs notified Natasha must add an insulation thermal shield/barrier to ensure current metal barrier for wall heater/heat is inaccessible to children and must send photos to LPAs.

OUTDOOR ACTIVITY SPACE:


There are 3 toddler outdoor areas. The outdoor play areas are fenced with steel/metal fencing that is at least four feet tall. LPAs notified Natasha a mesh should be installed for the steel/metal fencing in the toddler play yard. There is one play structure in the toddler play yard. LPAs did not observe a manufacturer sticker on the toddler play structure. LPAs reminded Natasha to follow manufacturer guidelines. Play structure are surrounded by gravel as cushioning to cushion a child's fall. LPAs observed turf in the in the play yard. LPAs observed a sufficient amount of equipment and toys. LPAs observed a sandbox in the toddler play yard that was observed to be free of debris and maintained. There are no bodies of water on the premises. LPAs reminded Natasha to ensure to empty all water tables when not in use. There is sufficient shading areas provided by sunshade canopies, trees, and wooden awning in the toddler play yards.

LPAs completed outdoor measurements during today's inspection. The Toddler outdoor play area contains a total of 3,208 square feet, which will accommodate Applicant's request for 30 toddler children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
