Licensing Program Analyst (LPA) Arianna Manabat and Application Specialist (AS) Alecia Sifuentes met with Applicant, Kristin Jennings for the purpose of an announced change of ownership pre-licensing inspection. This is a change of ownership from Froggie Frontier (093615992). Applicant request a preschool license to serve 36 preschool children from age two to entry into Kindergarten. Census included 18 preschool children, four staff, and Licensee. The program will operate during the summer, after the last day of the school year until school resumes, 9:00am to 12:45pm Monday through Friday. School year operating hours are from 7:00 AM to 5:30 PM. The fire clearance was granted on 6/17/2022.

LPA and AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule.

Applicant stated the facility will provide AM and PM snack with the exception of the summer operating hours.

INDOOR ACTIVITY SPACE:
There are two classrooms. LPA and AS observed sufficient amount of age- appropriate equipment, toys, tables, and cubbies. There is a first aid kit in each classroom. Applicant stated medications will stored on the top shelf of the cabinet above the sink. Applicant stated there are no firearms or weapon on the premises. Applicant stated indoor and outdoor drinking water will be provided via water tub with labeled water cups. LPA and AS observed carbon monoxide detectors throughout the facility. LPA and AS observed a sign-in/sign-out sheet posted outside of each individual classroom.

LPA and AS measured both classrooms. The total classroom space contains a total of 1325 square feet, which will accommodate the requested capacity for 36 preschool children. There are 4 toilets and 4 sinks available for children to use in the facility. There is a separate private restroom for the staff.

Children who become ill during the day will be isolated in the corner that is adjacent to the staff office. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:
There are two outdoor activity spaces for preschool children. Yard 2 is currently not in use. The outdoor play area is surrounded by a chain link fence that is at least four feet tall. LPA and AS observed overhead shade structure, trees, that can be utilized for shade. The playground contains bark that is used for cushioning. LPA and AS observed sufficient amount of age appropriate equipment and toys. Applicant was reminded that children are to use age appropriate toys and equipment.

LPA and AS measured the outdoor space. The outdoor play area contains a total of 7956 square feet, which will accommodate Applicant's request for 36 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA and AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA and AS discussed with Applicant any changes that may occur regarding the Director or an employee acting in the Director's absence must be reported to department within 10 working days.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

Effective June 27th, 2022, LPA and AS will approve a regular license for a capacity of 36 preschool children, ages two years to entry into Kindergarten.
