Licensing Program Analyst (LPA) Soleil Marx and Licensing Program Manager met with Applicant, Rahul Bahl, for the purpose of an announced pre-licensing change of ownership inspection. Applicant requests a preschool license to serve 75 preschool children from age two to entry into first grade. The program will operate Monday through Friday from 8:00 AM to 5:00 PM. The fire clearance was granted on 04/18/23.
LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. The facility will provide AM/PM snack and lunch.
INDOOR ACTIVITY SPACE:
There are four preschool classrooms on the first floor of the facility. Classrooms are called Aspen, Cedar, Sequioa, and Sugar Pine. LPA observed a sufficient number of tables, chairs, cubbies, and napping cots for 75 preschool children. LPA observed a variety of age-appropriate toys and equipment. There is a first aid kit in each of the classrooms. Medications will be stored in each classroom out of reach and inaccessible to children in care. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed water dispensers and water bottles for uncontaminated drinking water inside and outside. LPA observed a functional carbon monoxide detector within the facility. LPA observed facility uses full legal signatures for sign-in/sign-out procedures.

LPA measured four classrooms on the first floor. The total classroom space contains a total of 2609 square feet, which accommodates Applicant's request for 75 preschool children. There are five toilets and 9 sinks for the children, and a separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the therapy room/office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is one outdoor area on the property for preschool children. The outdoor play area is fenced with a wood and wrought iron fence that is four feet tall and is separate from the infant yard. LPA observed a variety of age-appropriate outdoor toys and equipment. The play structure includes a safety label, which designates use for children 2 to 5 years old. LPA observed adequate cushioning beneath the structure and Applicant stated this will be replaced as needed to ensure there is enough cushioning material to absorb any falls. There are no bodies of water on the premises. There are shaded areas supplied by trees.

LPA measured the outdoor activity space. The outdoor play area contains a total of 4828.56 square feet, which accommodates a maximum of 64 preschool children. Applicant will need to request a waiver to use the outdoor activity space on a rotating schedule to accommodate the requested capacity of 75 preschool children due to limited space. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following items are required before a license will be issued:

1. Licensing Program Manager’s final file review.

2. A waiver must be requested and approved for preschool children to use the outdoor activity space on a rotating schedule. A maximum of 64 children can utilize the outdoor activity space at one time.

3. Pictures of the taped mats must be received. Pictures can be emailed to Soleil.Marx@dss.ca.gov.

Exit interview conducted and report was reviewed with the Applicant.
