On 8/9/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced case management inspection and met with Fresno Unified School District Early Learning Department Health & Safety Supervisor, Charlotte Miranda. Licensee is Fresno Unified School District. Facility was closed and no children were present on this date LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. Licensee is requesting to move from classrooms K-2 and K-3 to classrooms 28, 29, 31 and 32. Facility will now have its own exclusive outdoor play area. Facility previously had a waiver to share its old outdoor activity area with kindergarten children. Facility is requesting a capacity of 58 preschool children for these classrooms. This facility will operate two half day programs on a traditional school year schedule Monday through Friday. AM session is 8:00am – 11:00am, PM session is 12:00pm – 3:00pm.
Supervisor stated that the center will provide a morning and afternoon snack. Food is prepared at the Birney Elementary School cafeteria and delivered to the facility daily. The cleaning supplies are stored in a cabinet which is inaccessible to children. Staff will utilize the bathrooms located in a separate part of the campus. Ill children will utilize the bathroom in the nurse’s office and be isolated in the nurse’s office.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, and plenty of toys for preschool children to play with. LPA reminded Supervisor not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in the classrooms.
LPA reviewed with Supervisor that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 8 sinks/hand washing fixtures which will accommodate the requested capacity. LPA did not observe any hazards in this bathroom. Supervisor understands that staff are to maintain visual supervision at all times when children are using the bathroom. Staff are fingerprint cleared as a condition of employment through Fresno Unified School District.

Room measurements were taken and reviewed with Supervisor. The total inside preschool area measured to an approximate 2,589 square feet. This will accommodate the requested capacity of 58 preschool children. There is adequate storage space available for children's belongings in the classrooms.
The approximate outside square footage for the preschool area is 6,059 square feet which will accommodate the requested capacity of 58 preschool children. The preschool play area is gated all around. Facility is utilizing mature trees to provide a shaded rest area. LPA observed age-appropriate toys and equipment. High climbing equipment was observed. Facility is utilizing wood chips for cushioning under high climbing equipment. LPA reminded Supervisor, Charlotte Miranda to provide adequate supervision at all times.
Facility will utilize igloo jugs to provide filtered drinking water from the Birney Elementary school cafeteria during both during indoor and outdoor activities. LPA observed a drinking fountain in each classroom and three drinking fountains in the outdoor activity area which Supervisor says will be utilized after they are tested for lead. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

A fire clearance of capacity of 58 preschool children was approved and granted for the new classrooms by the Fresno Fire Department on 8/8/23.

The following items must be completed prior to issuing a license for Classrooms 28, 29, 31 and 32 by 8/16/23 or sooner.

Inside Daycare:
1) Anchor cubbies and furniture that can not be tipped over in all classrooms.
2) Install a door alarm on the door in the bathrooms adjacent to classrooms 29 and 32 which leads to the outside activity area.

Supervisor was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Exit interview conducted and report was reviewed with Fresno Unified School District Early Learning Department Health & Safety Supervisor, Charlotte Miranda.

A copy of this report is to remain in the facility for public review. A notice of site visit was given to Supervisor and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
