On 3/24/25, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Paraprofessional, Lorena Damianl. LPA toured the inside and outside of the facility. The licensee is Fresno Unified School District and they are requesting a capacity decrease from 58 preschool children to 48 preschool children. Facility currently operates classrooms 28, 29, 31 and 32 and are requesting to take away room 28. This program currently operates Monday – Friday with two half day sessions. The AM session operates from 7:50 am – 10:50 am and the PM session operates from 11:30 am – 2:30 pm. Paraprofessional stated that facility provides a morning and afternoon snack. Food is prepared at the Birney Elementary cafeteria. Staff escorts children to the cafeteria to eat their meals. Ill children will be isolated in the school nurse’s office and utilize the bathroom in the school nurse’s office. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements for all classrooms were taken and reviewed with Paraprofessional. The total inside area of all preschool classrooms measured to an approximate 2,107 square feet which will accommodate the requested capacity of 48 preschool children. There is a total of 7 sinks/hand washing fixtures and 4 toilets which will accommodate the requested capacity. The bathroom located between rooms 29 and 32 is exclusively used by preschool children and contains 2 toilets and 2 sinks. The other bathroom is located next to room 31 and contains 2 toilets and 2 sinks. Licensee has an approved waiver on file to share this bathroom at separate times with transitional kindergarten children in classroom 30 at separate times.
LPA observed drinking fountains in each classroom which are used to provide water during indoor activities. Staff fill pitchers with water to take outside during outdoor activities. Facility provides paper cups for children to consume water during outdoor activities. The outdoor activity area measured to an approximate 6,060 square feet which will accommodate the requested capacity of 48 preschool children.

High climbing play equipment was observed. According to manufacturers stickers the play structure is for ages 2-5. Facility is utilizing wood chip cushioning. Mature trees provide a shaded rest area. Facility was reminded to make sure they maintain visual supervision of children at all times.

A fire clearance for 48 preschool children in classrooms 29, 31 and 32 was granted by the City of Fresno Fire Department on 2/14/25.

Pending a final file review, a recommendation will be made to license the above facility for a capacity of 48 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Paraprofessional, Lorena Damian.
A notice of site visit was given to Paraprofessional, Lorena Damian and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
