On 11/22/2023, Licensing Program Analyst (LPA) Priscilla Zamudio and Licensing Program Manager (LPM) Cynthia Brannon arrived at the facility to conduct an unannounced Case Management inspection. LPA and LPM met with Director, DeAlma Ford and also present via Teams Meeting was District Manager, Rosy Tichauer. LPA and LPM toured the facility, and a census was taken. The purpose of today's inspection was to discuss an unusual incident that was reported to the Fresno Childcare Regional Office on 11/9/2023 regarding an alleged violation of child’s personal rights. During today’s inspection, LPA and LPM interviewed Director and watched video footage.

On 11/9/2023, a parent called the facility to report that they viewed center camera footage via Sproutabout app (an app provided to parents from the center to monitor their children) showing a staff “grab and snatch” their child so hard, causing their head to wave around. The parent immediately went to pick up the child and expressed concerns to the Director. Director invited the parent to view the video footage with staff, however, the parent refused.

LPM and LPA viewed video footage which shows the teacher appropriately picked up the child with two arms and does not show the child’s head waving around. Based on information gathered and observations made by LPA and LPM, there were no obvious concerns or hazards found. Staff are implementing adequate care and supervision at the facility.
