On 08/15/2023, Licensing Program Analysts (LPA) Nancy Her and Claribel Soto conducted an unannounced case management inspection and met with Center Director, Ernestina Flores. LPAs reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. This is a decrease of capacity application and applicant is requesting preschool children ages 2-6. This facility will operate from 7:00 AM to 6:00 PM Monday through Friday. This program will operate in four classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This facility has provided evidence of completed water testing for samples collected on 07/5/2022 with no action level exceedances noted.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Center Director to not store anything on top of high bookcases that could potentially fall on children. There are working combination smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPA reviewed with Center Director, Ernestina Flores, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There is a restroom in room 9 with one toilet and one sink. There is a restroom with two toilets and two sinks that are available to the “busy bees”, “lions”, and center classroom.

Room measurements were taken and reviewed with Center Director, Ernestina Flores. The total inside preschool area measured to an approximate 1200 square feet which will only accommodate a capacity of 34 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 3 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 38 preschool children. Applicant will be providing toilet training. There are changing tables with handwashing fixture in bathrooms to meet children’s needs.

The approximate outside square footage for the preschool area is 4509 which will accommodate requested capacity of 38 preschool children. The preschool play area is gated all around. LPA observed age appropriate toys, climbing equipment that will need an age appropriate label, and a dome that will need to be anchored. There is shade available where children can rest and get water. LPA reminded Center Director, Ernestina Flores, to provide adequate supervision at all times.

The first fire clearance of 72 consisting of 38 preschool children, 14 school age children, and 20 infants was received on 07/02/2023. Fire clearance was approved by Selma Fire Department Fire Prevention. Applicant will need to provide an updated application with the following capacities: Preschool capacity of 34, school age capacity of 10, and infant capacity of 20. A new fire clearance will need to be conducted.

Currently, this facility provides Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Center Director, Ernestina Flores, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
