On 02/12/2025, Licensing Program Analysts (LPAs) David Rocha and Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the preschool license; preschool is found in Room #28. LPAs met with Teacher Director Alicia Clark and toured the facility both indoors and outdoors. The facility operates Monday through Friday from 8:15 AM to 11:15 PM.

During the inspection, LPAs observed that all poisons are securely locked, and no hazardous materials were accessible. Disinfectants, cleaning solutions, and medications were properly stored and out of children's reach. There are no swimming pools, bodies of water, firearms, or ammunition on the premises. LPAs discussed the new pool safety requirements under AB 2866, effective 01/01/2025, and informed the licensee about the Provider Information Notice (PIN 25-01-CCP) issued on 01/06/2025.

The furniture and equipment were found to be in good condition, free from sharp or loose parts. The playground equipment was also observed to be in safe condition, and the outdoor activity space was well-maintained and free of hazards. There was cushioning material around climbing equipment to help absorb falls. LPAs confirmed that toilets and handwashing facilities were clean and functional, the facility floors were in safe condition, and waste storage containers had tight-fitting lids. A technical advisory note was provided regarding the floor. Addressing this will help ensure the health and safety of individuals in the facility.

Drinking water is readily available both indoors and outdoors through personal water bottles, drinking fountains, bottled water service dispensers, and disposable cups. The facility provides breakfast and snacks, and food is either prepared on-site in the cafeteria or brought by parents. Menus are posted at least one week in advance for parents' reference.

LPAs reviewed staff and children's files and found that the facility is operating within its licensed capacity and maintains proper teacher-child ratios. At least one CPR and Pediatric First Aid-trained staff member was present during the inspection. LPAs verified that all staff files contained health screenings, immunization records for influenza, pertussis, and measles, as well as mandated reporter training documentation. Each staff member has an influenza decline statement on file. A review of children's records confirmed that files included emergency contact information and medical assessments.

Additionally, LPAs confirmed that all individuals 18 years and older have obtained the required criminal record clearance or exemption. Facility representatives were reminded that failure to comply with clearance requirements may result in civil penalties of $100 per day for up to five days, or up to 30 days for repeat violations.

LPAs also provided important regulatory updates, including the requirement under AB 2370 for all licensed child care centers constructed before January 1, 2010, to test their water for lead contamination. The facility has completed lead testing in accordance with PIN 21-21.1-CCP.

Since the facility provides Incidental Medical Services (IMS), LPAs reviewed the storage of medication and related records and provided information from PIN 22-02-CCP. Additional resources were discussed, including the Community Care Licensing website (www.ccld.ca.gov), which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates. LPAs also shared information about the ADA and child care center compliance, directing staff to https://www.ada.gov/resources/child-carecenters/ and the DOJ ADA Information Line at (800) 514-0301. The MyChildCarePlan.org website was introduced as a resource for families seeking child care services.
