On 03/11/2022, Licensing Program Analyst (LPA) Luisa Gavoutian conducted an unannounced complaint inspection to provide findings for the above-mentioned allegation. LPA met with Director Becky Ihara, who accompanied LPA during tour of facility. LPA discussed the allegation and took a census. During the course of the investigation, LPA interviewed six witnesses and reviewed facility records. Interviews with witnesses revealed that staff have been observed to have visible signs of illness. However, witnesses did not have knowledge of the cause of the symptoms, and whether or not they were related to COVID-19. In all instances, witnesses stated that all staff who had tested positive for COVID-19 had returned to work at the facility after a five-day quarantine only if symptoms had improved. The updated California Department of Public Health’s (CDPH) “Guidance for Local Health Jurisdictions on Isolation and Quarantine of the General Public” states that, for persons who test positive for COVID-19, “isolation can end after day 5 if symptoms are not present or are resolving and a diagnostic specimen collected on day 5 or later tests negative.” (Continued on LIC 9099-C)

All staff at the facility who had tested positive for COVID-19 were advised to quarantine for five days and return only if symptoms improved, but staff were not required to take a COVID-19 test on day 5 prior to returning to work. On 02/18/2022, LPA provided Licensee Kristen Peterson with the updated quarantine guidance and advised that staff should only return to work after day 5 if they receive a negative COVID-19 test; otherwise, staff should quarantine for the full 10-day period. Licensee has since shared the document with facility staff, who are now familiar with the updated quarantine guidance as set forth by CDPH.

The investigation revealed through interviews, LPA’s observations, and review of records, that although the above allegations may have happened or are valid, there is not a preponderance of evidence at this time to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency is cited during today's visit.

An exit interview conducted with Director Becky Ihara. A copy of this report and Appeal Rights were provided and discussed with Director.

A Notice of Site Visit Form was posted on parent's board and must remain posted for 30 days.
