On 2/1/2023, Licensing Program Analyst (LPA) Ruby Ocegueda conducted an unannounced annual required inspection. LPA met with Director Amelita Davis. This facility operates year round Monday thru Friday from 6:45 AM to 5:30 PM. Children bring in their own water and meals from home including breakfast, lunch and snacks. If children forget their meals, parents are contacted immediately to bring them their meals. LPA observed there were no bodies of water at facility. Firearms and other weapons are not allowed or stored on the premises of a child care center. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children, are inaccessible to children. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All storage containers for solid waste, including moveable bins, have tight fitting covers that are kept on, and are in good repair. The licensee takes measures to keep the facility free of flies, other insects, and rodents. The facility has age-appropriate furniture and equipment including, but not limited to, cribs, cots, or mats. A baby walker is not allowed on the premises of a child care center. The facility has sufficient infant napping equipment. The facility has an outdoor activity area for infants that is physically separate from the outdoor space used by preschool child care center/school-age child care center components. LPA discussed and verified staff are practicing and documenting safe sleep regulations. Infants bring their own water and meals each day. While in use, infant changing tables are placed within arm's reach of a sink.

No child(ren) are left without the supervision, including visual supervision, of a teacher at any time. The facility ensures that each infant is never left unattended, and under the direct visual supervision of a staff person at all times. The facility is in compliance with the staff-infant ratios required. Report continued 809-C

Prior to working or volunteering in a licensed child care facility, all individuals subject to criminal record review have obtained a clearance or criminal record exemption. The licensee ensures that personnel records are maintained on the licensee, administrator, and each employee. The facility ensures that staff being utilized as infant teachers during the compliance review meet the qualification requirements. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The facility has an individual feeding plan for each infant that meets the regulation requirements. The facility ensures that each infant has an Infant Needs and Services Plan that is updated quarterly or as needed.

This facility does not provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This infant license does not have drinking fountains that are located in the infant play yard or inside the infant classroom. Children in the infant program bring their own water from home. The water outlets used for drinking and food rinsing inside the facility were tested as the preschool program (#103808567) and school age program (#103808568) program use water fountains for drinking and could be offered to children should they forget to bring their personal water bottle. The facility also offers bottled water should the infants forget to bring their own water. There was no lead exceedance found in the water outlets tested inside the facility.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep web pagehttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per Chapter 1, Division 12, Title 22 of the California Code of Regulations no deficiencies are observed today. An exit interview was conducted with Director Amelita Davis. LIC 9213 Notice of Site Visit should be posted for 30 days.
