On 08/02/2023, Licensing Program Analysts (LPAs) Nancy Her and Candis Rodriguez conducted an announced case management inspection and met with Center Director, Amanda Ibal. The Director submitted a request to Community Care Licensing (CCL) to move the current preschool classrooms at Marshall Elementary School to the newly built Early Learning Center on site at Marshall Elementary School. This facility will operate year round Monday through Friday from 7:30 AM to 5:30 PM. This program will operate in two classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

The construction of facility was completed in 2022. At this time, is not subjected to lead testing for drinking and cooking water.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Center Director to not store anything on top of high bookcases that could potentially fall on children. There are working combination smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.



LPA reviewed with Center Director, Amanda Ibal, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Center Director, Amanda Ibal. The total inside preschool area measured to an approximate 1729 square feet which will accommodate the requested capacity of 42 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a jack and jill restroom in between each classroom with four toilets and four sinks. There is a total of 4 toilets and 6 sinks/hand washing fixtures which will accommodate the requested capacity of 42 preschool children.

The approximate outside square footage for the preschool area is 43,452 which will accommodate requested capacity of 42 preschool children. The preschool play area is gated all around. LPA observed age appropriate toys, climbing equipment, two play structures, and a black top. Applicant is using rubber pour to cushion fall zones. There is shade available where children can rest and get water. The facility does not have its own exclusive outdoor activity area for preschool children. The Licensee is sharing the outdoor activity area with the TK classes at the Early Learning Complex at Marshall Elementary School. All classes using the outside activity area will have a separate scheduled time for playground use, and no school age children will be commingled with the preschool children. A waiver was requested and granted by Fresno CCL on 06/06/2023. LPA reminded Center Director, Amanda Ibal, to provide adequate supervision at all times.

The fire clearance of 42 preschool children was received on 07/11/2023. Fire clearance was approve by Fresno County Fire Prevention.

Based on room measurements and observations, the new classrooms are approved for use.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.


Exit interview conducted and report was reviewed with the facility representative Amanda Ibal.

A notice of site visit was given and must remain posted for 30 days.
