On June 2, 2022 Licensing Program Analysts (LPAs) Pete Espinoza and Kari McWilliams conducted an announced pre-licensing inspection and met with Director Elena Elizondo. Days and hours of operation; Monday through Friday 8:00AM-2:00PM.

A tour of the facility inside and outside was conducted. The facility consists of two classrooms with a bathroom accessible to both classrooms, a kitchen area and an outside play area with a shaded area.
Indoor room measurements were taken and reviewed with Director. The total inside preschool area measured is approximately 2,417 square feet. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. There are three tables in each classroom with appropriate amount of chairs and space for capacity requested. There are five toilets and seven handwashing stations. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All food is being brought in from a central kitchen. Food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Menus are posted at least one week in advance where an authorized representative can view them.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

The total outdoor measurements are approximately 4,241 square feet, which will accommodate 56 children at any one time. Licensee will submit Waiver Request that includes schedule, to alternate classroom use of outdoor play area.

Playground equipment is in safe condition, free of sharp, loose or pointed parts. The play structure was verified to be appropriate for ages 2-5 years old. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment and slides have cushioning material to absorb falls. LPA observed adequate shade, age appropriate toys, a bike path and small structure with slide. Applicant is using rubber mats to cushion fall zones.

The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

All individuals subject to a criminal record review are associated to the Fresno EOC Franklin Head Start # 100402372.

At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

A fire clearance was granted for 60 preschool children Fresno County Fire Department on 05/17/2022.

The following items must be completed prior to issuing a license by 6/16/2022.
Installation of barrier at bottom of fence on west side of play area.
Installation of safety lock on kitchen cabinet under sink.
