On 3/7/23, Licensing Program Analyst (LPA) Joe Pacheco conducted an announced pre-licensing inspection and met with Applicant, Navjot Gill. Also present during the inspection was Director, Tiffani Billings. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 5560 W. Spruce Ave. Fresno, CA 93722. This is a change of ownership and the applicant is requesting a capacity of 90 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year-round. This facility will provide full-time and part-time options from 7:00 AM to 5:30 PM Monday through Friday. This program will operate in six classrooms. Applicant is aware to contact the Fresno Community Care Licensing office for a change in classrooms and/or change in capacity. Parents will take their children to the classroom and staff will conduct the daily health check.
This facility was constructed prior to January 1, 2010 and is subject to lead testing for cooking and drinking outlets. Licensee stated that water outlets were tested for lead on 3/4/23 and is awaiting results. Children bring their own water bottles from home. Staff uses water pitchers with a Brita filter and assists children with refilling their water bottles during indoor activities. The pitcher is filled using a kitchen faucet in the staff breakroom. LPA observed two drinking fountains in the outdoor play area. Applicant stated these drinking fountains are used for refilling children’s water bottles during outdoor activities.
Applicant stated that the center will provide an AM snack and a PM snack. Children will bring lunches from home. The kitchen has been made inaccessible to children in care. The knives and sharp utensils are stored on top of the refrigerator. There is hot running water in the kitchen. Staff will utilize the men’s and women’s bathrooms located in the hallway near the receptionist desk and staff breakroom. Ill children will be isolated in the isolation area next to the receptionist desk and utilize the women’s bathroom.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, and plenty of toys for children to play. LPA also reminded Licensee to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPA reviewed with Applicant that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Classrooms 1 and 2 share a restroom with one toilet and one sink. Classrooms 3 and 4 share a restroom with 2 toilets and one sink. Classrooms 5 and 6 share a restroom with one toilet and one sink. LPA observed one sink in all six classrooms. LPA observed a restroom in the outdoor play area with two toilets, one urinal and one sink.
Room measurements were taken and reviewed with Licensee. The total inside preschool area measured to an approximate 3467 square feet which will accommodate the requested capacity of 90 preschool children. There is adequate storage space available for children's belongings in the classroom. Applicant understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 6 toilets, one urinal and 10 sinks/hand washing fixtures which will accommodate the requested capacity of 90 preschool children. Facility will be providing toilet training. There is a changing table in the bathroom shared by classroom 3 and 4 to meet children’s needs.
The approximate outside square footage is 6915 square feet which will accommodate the requested capacity of 90 preschool children. The preschool play area is gated all around. LPA observed age appropriate toys, climbing equipment, with slides. Applicant is using wood chips to cushion fall zones. There is shade available where children can rest and get water. LPA reminded Applicant to provide adequate supervision at all times.
A fire clearance of 90 preschool children was approved and granted by the City of Fresno Fire Department on September 16, 2022.
Incidental Medical Services (IMS) are currently being provided. Facility has an IMS plan on file with Community Care Licensing. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following items must be completed prior to issuing a license by 3/14/23 or sooner
Inside Daycare:
1) Purchase 23 sleeping mats to bring their total to 90.
2) Purchase antiseptic solution for first aid kits.
3) Anchor shelving in northwest corner of Room 6

5) Purchase trash can with tight fitting lid for solid waste.
