On November 1, 2022, Licensing Program Analysts (LPA) Brannon and J. Pacheco conducted an announced pre-licensing inspection and met with Center Director, Angelica Arroyo. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at address 2106 Shaw Ave, Clovis 93612. This is a new facility and the applicant is requesting 75 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year-round. This facility will provide full-time and part-time options from 6:30 AM to 6:30 PM Monday through Friday. This program will operate in six classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Parents will take their children to the classroom and staff will conduct the daily health check. Center Director, Angelica Arroyo, stated that staff and children will not use masks while indoors. LPA reminded Center Director that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.

The construction of facility was completed in 2022. At this time, is not subjected to lead testing for drinking and cooking water.

Angelica Arroyo stated that the center will provide breakfast, lunch and a PM snack. The kitchen has been made inaccessible to children in care. The knives and sharp utensils are stored in the counter. There is hot running water in the kitchen. Staff will utilize the hallway bathroom. Ill children will be isolated in the isolation area next to the receptionist desk and utilize the staff bathroom.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Center Director to not store anything on top of high bookcases that could potentially fall on children. There are working combination smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPA reviewed with Center Director, Angelica Arroyo, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There is a restroom in each classroom with at least one toilet and one sink.

Room measurements were taken and reviewed with Center Director, Angelica Arroyo. The total inside preschool area measured to an approximate 3749 square feet which will only accommodate the requested capacity of 75 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 7 toilets and 7 sinks/hand washing fixtures which will accommodate the requested capacity of 75 preschool children. Applicant will be providing toilet training. There are changing tables with handwashing fixture in classrooms to meet children’s needs. Children will be bringing water bottles/sippy cups from home to provide inside and outside drinking water.

The approximate outside square footage for the preschool area is 9962 which will accommodate requested capacity of 75 preschool children. The preschool play area is gated all around. LPA observed age appropriate toys, climbing equipment, jungle gym, water play structure with a drain, and a sports area with a small basketball court and two soccer goals. Applicant is using rubber pour to cushion fall zones. There is shade available where children can rest and get water. LPA reminded Center Director, Angelica Arroyo, to provide adequate supervision at all times.

The first fire clearance of 166 consisting of 134 preschool children and 32 infants was received on 8/30/22. Fire clearance was approved Clovis FD Fire Prevention. Applicant has since provided an updated application with the following capacities: Preschool capacity of 75 and infant capacity of 20. A new fire clearance has be submitted on October 28, 2022.

Currently, this facility does plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Center Director, Angelica Arroyo, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 75 preschool children.
