25 | On November 1, 2022, Licensing Program Analysts (LPAs) Joseph Pacheco and Cynthia Brannon conducted an announced prelicensing inspection and met with Director, Angelica Arroyo. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. This is a new facility and the applicant is requesting an infant license for 20 infants, ages 0-2 years old. Facility will be caring for 8 crib intants and 12 non-crib infants. This program will operate year round Monday – Friday, 6:30am – 6:30pm. This program will operate in the Infant Classroom and Toddler Classroom. Licensee is Clovis Learning, LLC. Parents will sign their children in and out at the front desk and then escort them to their classroom. Staff conduct daily health checks and conduct a risk assessment. Director stated that it is optional for staff and children to use masks while indoors. LPAs reminded Director that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.
Director stated that the center will provide breakfast, lunch and PM snack. The meals are prepared onsite. Parents will provide infant formula and diapers. Ill children will be isolated in an area adjacent to the receptionist desk and utilize the adult bathroom in the hallway.
The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, cribs and plenty of toys for children to play. Director stated that parents will provide sheets for their child’s crib or cot for napping. LPAs observed that each changing table is within arms reach of a sink. LPAs also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility’s smoke detector system and is installed throughout the building.
LPA reviewed with Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Director is aware the ratio is 1 Teacher to 4 infants and will follow the regulations. Construction of the facility was completed in 2022 and is not subject at this time to lead testing for drinking and cooking water.
