32 | The facility has a complete first aid kit, including bandages, scissors, thermometer, gloves and a first aid manual. All toilets and hand washing facilities are in safe and sanitary operating condition. Drinking water is available both indoors and outdoors. The facility is exempt from lead testing as it was built after January 1, 2010. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. Food is prepared at the facility. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair.
The facility is free of flies, insects, and rodents. The facility has one or more functioning carbon monoxide detectors that meet the statutory requirements. There is a working fire extinguisher and adequate heating and ventilation for safety and comfort. Fire drills are conducted and documented with the date, time and how many children present, every six months.
The name of the childcare center director or fully-qualified teacher(s) designated to act in the director’s absence has will be reported to the Department. All children are under supervision, including visual supervision, of a teacher at all times. There is a ratio of one teacher supervising no more than four infants in care.
Each crib, mat or cot is occupied by only one infant at time and cribs are kept free from all loose articles including blankets and pillows and there are no objects hanging above or attached to the crib. Infants are not swaddled while in care. Director Nelson stated that staff physically check on infants every fifteen minutes and document any sign of distress, which includes but is not limited to flushed skin color, increase in body temperature, restlessness, and labored breathing on a sleeping log. During file review LPA Herrera was able to observe 15-minute sleeping logs and individual infant sleeping plans for infants in care who are 12 months or younger.
At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child, medical assessment, individual feeding plan, and Infant Needs and Services Plan. LPA reviewed a sample of staff files which were complete with Mandated Reporter Training for Child Care Providers AB1207. Staff files did have health screening, immunization records for influenza, pertussis, and measles. Staff records contain documentation of meeting qualification requirements. To be continued on 809-C.
