On 3/7/25, Licensing Program Analysts (LPAs) Joseph Pacheco and Miguel Herrera conducted an unannounced Case Management inspection and met with Director, Beth Nelson. LPA explained the reason for the inspection and a tour of the center was conducted both inside and outside. The licensee is requesting a decrease of capacity from 43 infant children to 39 infant children due to building a sleeping area for crib infants in classroom Infant B so now there will be crib infants in classrooms Infant A and Infant B. This program currently operates year round from 6:30 AM to 6:30 PM in classrooms Infant A, Infant B, Toddler A and Toddler B. Director stated that the program offers breakfast, lunch, PM snack. Food is prepared onsite. Parents will provide infant formula and diapers. Children in the Infants room A and B are crib infants and nap at individualized schedules. Infants in Toddler A and Toddler B will all nap at the same time on sleeping mats. Ill children will be isolated in an area adjacent to the receptionist desk and utilize the adult bathroom in the hallway. Cleaning supplies are kept in locked janitorial closets which are inaccessible to children.
The four infant classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the four infant classrooms appeared to be safe and in good condition. LPA observed that the center has a working carbon monoxide detector installed. LPA observed that there are plenty of tables and chairs, cribs and sleeping mats. LPA observed plenty of age appropriate items & toys.
Room measurements in all four classrooms were taken and reviewed with Director. The total inside infant area of all four classrooms measured to an approximate 1,559 square feet which will accommodate the current capacity of 43 infants. Due to these measurements, Licensee has chosen to withdraw their capacity decrease application and remain licensed for 43 infant children. There is adequate storage space available for children's belongings. There are a total of 4 toilets and 9 sinks/hand washing fixtures which will accommodate the licensed capacity. Facility uses water provide by an outside vendor to fill pitchers located in each classroom. Children bring their own water bottles from home, but the facility keeps cups on hand in the event a child does not have a water bottle. Construction of the facility was completed in 2022 and is not subject at this time to lead testing for drinking and cooking water. The outside square footage measured to an approximate 1,992 square feet which will accommodate up to 26 infant children.

Facility has an approved outdoor waiver on file to limit the number of infant children outside at a given time to not exceed 26 infants. LPA observed a drinking water fountain in the outdoor play area. Outside toys and equipment are age appropriate. The outdoor play structure includes a shade component. Additional shade is provided by a covered patio. High climbing play equipment with adequate cushioning was observed. LPA reminded Director to make sure they maintain visual supervision of children at all times.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A copy of this report is to remain in the facility for public review. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
