On 3/13/25 at 8:30 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a new license. Facility is located on the premises of Farber Educational Campus. Upon arrival, LPA met with Director, Charlotte Miranda. Applicant is Fresno Unified School District and they are requesting to be licensed for 20 preschoolers ages 3-5 in classroom 137; 12 toddlers ages 18 months – 36 months in classroom 138; and 9 infants age birth to 18 months in classroom 136. Hours of operation will be Monday – Friday 7:45 am – 4:45 pm. This facility will operate year round.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. When medications are on site, Director stated that prescription & non-prescription meds will be stored in the nurse’s office. Children who are receiving Incidental Medical Services will have their medication stored in a high cabinet in their classroom. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in each classroom. Children will be signed in and out through the Learning Genie App.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for the preschool measured to an approximate 900 square feet, which is sufficient to accommodate the requested overall capacity of 20 preschool children. Total indoor activity space measured for the toddlers measured to an approximate 844 square feet, which is sufficient to accommodate the requested overall capacity of 12 toddler children. Total indoor activity space measured for the infants measured to an approximate 573 square feet, which is sufficient to accommodate the requested overall capacity of 9 infant children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water in the preschool and toddler classrooms is available in the classrooms via a drinking water fountain.

In the infant classroom, staff will fill up a filtered water pitcher from the faucet in the Director’s office which will be used to fill drinking cups provided by the facility. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/25/25 by the City of Fresno Fire Department.
In the infant room highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a see-through partition. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in kept in the classroom. Needs and Services Plans and Sleep Plans are kept in in the Director’s office.
LPA observed a total of 3 sinks and 2 toilets available for preschool children’s use which is sufficient to accommodate the requested capacity of 20 preschool children. LPA observed a total of 3 sinks and 1 toilet available for toddler children’s use which is sufficient to accommodate the requested capacity of 12 toddler children. LPA observed a total of 1 sink available for infant children’s use which is sufficient to accommodate the requested capacity of 9 infant children. Potty training is not being provided for infants at this time. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be either the Director’s office or the school nurse’s office. Ill children will use the bathroom in the nurse’s office. Facility will provide breakfast, lunch, and a PM snack. Food will be prepared off-site at the Fresno Unified School District nutrition center and delivered to the facility daily. No food is stored at the facility.
The facility currently has two fully fenced playground areas. One area is designated for infants. Facility has submitted a waiver request to allow for preschool children and toddler children to share the second outdoor space at separate times while the preschool outdoor area is under construction. Wrought iron fencing is at least four feet high. The total square footage for all the outdoor activity space for the preschool children and toddler children measured to an approximate 2,233 square feet, which is sufficient to accommodate the requested capacity of 20 preschool children and 12 toddler children. The total square footage for the outdoor activity space for the infants measured to an approximate 1,455 square feet, which is sufficient to accommodate the requested capacity of 9 infant children. Shade is provided via shade canopies in each outdoor area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). No high climbing play equipment was observed in either outdoor play area. Drinking water is available via a drinking water fountain in the outdoor area to be shared by preschool and toddler children.

Staff will fill an igloo jug with water to bring outside for the infant outdoor play area. Facility will provide cups or water bottles for the infant children to consume water LPA observed all hazardous items on the playgrounds to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

This facility was constructed after January 1, 2010 and is not currently subject to lead testing requirements for water outlets at this time per PIN 21-21.1-CCP.

Staff are fingerprint cleared as a condition of employment through Fresno Unified School District.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. Fresno Unified School District has an IMS plan on file with the Fresno Regional Office. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
