On 12/16/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was met by Licensee Janice Cavalla and her husband. The facility operates Monday through Friday, 7:30 AM to 5:00 PM.

LPA toured the home inside and outside. Census was taken. The facility sketch was reviewed, confirming that the dining room, kitchen, daycare room, hallway bathroom and living room are accessible to children. All other rooms are off-limits, secured with child safety locks.

There is a built-in swimming pool in the backyard which is fenced and made inaccessible. The pool gate is self-latching, self-closing and opens away from the swimming pool. No windows or doors have direct access to the pool area. LPA advised licensee that effective 01/01/2025 they are required to adhere to AB 2866 – Pool Safety: State Department of Social Services regulated facilities as they are no longer exempt from the Swimming Pool Safety Act. The Health and Safety Code requirements are included in Section 1596.814. A Provider Information Notice (PIN) will be issued in the future.

Detergents, cleaning compounds, medication, and other hazardous items are inaccessible. No poisons were observed.

The home has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating/ventilation. There are no fireplaces or open-face heaters. This is a two-level home with stairs that are inaccessible due to use of child safety gate. Safe toys and play equipment were observed. The phone number (559) 360-6059 was confirmed as operational.

The backyard play area is fenced and free of hazards. Children are supervised at all times, and the licensee is aware that children must not be left in parked vehicles. The capacity specified on the license is being maintained.

A sample of children’s files was reviewed and found complete with emergency information. The licensee's Mandated Reporter Training is valid through September 2025, and their pediatric CPR/First Aid certification is valid until May 2026. All employees and/or volunteers have immunization records for influenza (decline statement on file for influenza), pertussis, and measles.

LPA discussed resources on the Community Care Licensing website (www.ccld.ca.gov) for forms, regulations, Provider Information Notices (PINs), and updates. Reporting Requirements under Section 102416.2 were reviewed.

Licensee was reminded that all adults 18+ living or working in the home must have criminal record clearance or exemption before presence in the facility. Failure to comply may result in civil penalties of $100/day for up to five days or 30 days for repeat violations.

LPA reviewed safe sleep regulations and referenced the Safe Sleep webpage (https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep). Licensee was advised to check for recalled infant devices on the CPSC website (https://www.cpsc.gov) and register all infant devices with the CPSC for recall notifications.

Incidental Medical Services (IMS) policy was discussed. For IMS details, see PIN 22-02-CCP. Licensee was provided ADA resources, including the US DOJ ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication “Commonly Asked Questions about Child Care Centers and the ADA” (https://www.ada.gov/resources/child-care-centers).

The MyChildCarePlan.org website was shared as a resource for families to find childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was informed that a survey may be sent via email to gather feedback on the inspection process. Questions can be directed to inspectionprocess@dss.ca.gov, and additional information is available on the inspection process webpage (www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process).

An exit interview was conducted, and the report was reviewed with Licensee Janice Cavalla. The licensee confirmed there are no Registered Sex Offenders (RSOs) living in the facility, and the RSO profile in FAS was verified.

Per Title 22, Division 12 of the California Code of Regulations, no deficiencies are cited.
Licensee was provided with Appeal Rights and the LIC 9213 Notice of Site Visit, which must be posted for 30 days.
