This report was originally provided to the Licensee on 1/8/26.

On 1/8/26 at 9:48am, Licensing Program Analyst (LPA) Tammy Dutra and Emily Curiel conducted an unannounced complaint inspection and met with licensee Debra Ramsey. It was alleged that the licensee uses inappropriate forms of discipline, licensee hit a child in care, licensee hits an adult in the home in front of daycare children and adults in the home fight in front of daycare children.

The licensee was interviewed on 11/7/25 at 11:39am and denied using inappropriate forms of discipline. Licensee denied hitting or spanking kids. Licensee stated an adult in the home (A2) hits her and is aggressive with her. Licensee stated there has been an ongoing issue with A2 in the home that has been investigated by multiple agencies including adult protective services and the Sheriff’s office. Licensee stated that A2 has been abusive to her. Licensee stated that A2 is nonverbal and defiant.

Licensee stated that A2 has been violent with her. Licensee stated she warns parents about the situation prior to admitting their children into care. Licensee stated there have been incidents with A2 that escalate and result in high voices. Licensee stated that the tone could be considered yelling depending on the observer, but she does not believe it is yelling. Licensee denied that adults in the home fight in front of daycare children.

Two staff were interviewed on 10/23/25 and both denied all allegations. Both staff stated that they had no knowledge of any inappropriate forms of discipline or had no knowledge of the licensee hitting children in care. Both staff indicated the discipline policy involves time outs, segregating the child and talking with them asking them to behave better. Both staff denied seeing licensee hit an adult in the home in front of daycare children and neither of them had knowledge of adults fighting in the home in front of daycare children.

Four parents were interviewed on 11/5/25 and 1/5/26. Three parents denied seeing licensee using inappropriate forms of discipline. None of the parents have seen licensee hitting or spanking a child in care. One parent (P1) has seen children picked up by the arm aggressively or thrown into a play yard by the licensee. None of the parents interviewed have seen the licensee hitting or spanking children in care. Three parents stated they had not seen licensee hitting A2. P1 stated they have seen licensee hit A2 in front of daycare children. P1 stated has seen A2 yell and has loud altercations that did not involve physical abuse but resulted in licensee yelling at A2. One parent (P4) knew that there are verbal arguments that take place between licensee and A2.

Four children were interviewed on 11/7/25, 11/10/25 and 1/6/26. All children interviewed stated they have seen the licensee using inappropriate forms of discipline including grabbing/ pinching children’s ears, arms and head aggressively when they were not listening or following direction. All children stated they have observed children being dropped or slammed in play yards in an aggressive manner as a form of discipline. All children stated that they have seen the licensee spanking a child in care. All children stated they have seen the licensee hit A2 and have observed verbal arguments in the presence of daycare children. All children stated they have seen the licensee and A2 fight in front of daycare children. Children stated they have heard A2 yelling “don’t hit me” during arguments. Children shared they have observed slamming of doors, gates and aggressive behavior. Two children indicated that other staff members argue and bicker in front of children.

During the investigation the LPA determined that based on interviews there is a preponderance of evidence to substantiate the following allegations: Licensee is using inappropriate forms of discipline, licensee is hitting a child in care, licensee hits an adult in the home in front of daycare children and adults in the home fight in front of daycare children.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations is found to be substantiated. California Code of Regulations, (Title 22), CCR102423 (a)(2)(4) is being cited on the attached LIC 9099D.

LPA Tammy Dutra informed licensee Debra Ramsey that this report dated 1/8/26 documents 2 Type A citations which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Tammy Dutra informed the licensee Debra Ramsey to provide a copy of this licensing report dated 1/8/26 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview conducted and report was reviewed with the licensee Debra Ramsey. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
