A prelicensing inspection was conducted today at UCCC/Busy Baby Academy by Licensing Program Analyst (LPA) Kiriko Lynch. LPA met with applicant Reily Hall. The applicant is requesting a license for infant age children, with a capacity of 28. The facility will operate Monday-Friday, 7:30 am to 5:30 pm. The facility has three classrooms, changing table/sink, and two restrooms and sufficient fixtures for both children and staff.

The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: kitchen, main church offices and sanctuary areas, and temporarily the partial backyard grass area until it has been completely cleared of potential hazards and excess weeds. Applicant will keep a reduced capacity of children at the center until grass area backyard space is completely cleared, and also when older infants/toddlers are enrolled. These areas have been made inaccessible by means of fences/gates, closed/latched/locked doors. There is a kitchen to store/prepare meals. There is a nap room for infants to sleep with cribs/portable-cribs available and older children will nap on cots/mats in the classroom and/or nap room. The isolation area for sick children will be located in the office area. The changing table is located in the main classroom near a portable sink.

The outdoor play area is fully fenced. There is a deck area for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The cleaning supplies will be located in an upper cabinet in the kitchen. There is safe and age appropriate furniture, toys, and play equipment available for children.

The capacity and spatial measurements were previously configured for 28 children at the closed former center prelicensing visit for the same location. There are two toilets, a potty chair, and three sinks available for children. Based on the above, the maximum capacity of the facility could be 28.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant/licensee/facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant/licensee/facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
