25 | On April 2, 2:10 PM, Licensing Program Analyst (LPA), Edgar Campana conducted an unannounced video-conference case management inspection via FaceTime, due to the COVID-19 outbreak, with licensee, Araceli Villarreal. LPA notified licensee the purpose of the inspection was for approval of garage which has been legally converted to a daycare room. Present at the daycare were five daycare children, staff Alma Navarrete, and adult daughter Samantha Storms. Staff member and adult daughter are associated and cleared.
Licensee legally converted garage into a daycare room and this was inspected and approved by the El Centro Fire Department on 03/31/2021. Licensee will use the following areas for child care: Daycare Room, daycare bathroom, daycare kitchen, bedroom 3, patio 1 and patio 2. The off limits areas will be the living room, kitchen, dinning room, bedroom 1, bedroom 2, bathroom 1, bathroom 2, and patio 3. Off limit areas will be made inaccessible via door locks and latches. There are no bodies of water observed during time of inspection. There is a sufficient amount of age appropriate toys, games, and books available. The home was clean and orderly during inspection and COVID-19 precautions are in place. The fire extinguisher is rated 3-A;40; BC, smoke alarm and carbon monoxide detector are operational. There is a working telephone in the home and all required forms are posted. Licensee stated that there are NO firearms or ammunition on the property. All adults living or working in the home have been fingerprint cleared and associated. LPA reviewed children's files and emergency drill log. Licensee will mail LPA a copy of the facility roster. Last fire/disaster drill was conducted 12/04/2020. Pediatric CPR and First Aid certification expire 08/2021. LPA discussed with Licensee maintaining supervision of day children at all times. LPA reviewed the following with licensee: SIDS, car seat law, reporting requirements, shaken baby syndrome and care and supervision. Licensee was also reminded the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). Corporal punishment and smoking are not allowed in the day care. |
