On 2/21/25 at 12:20 p.m., Licensing Program Analyst (LPA) Adrian Castellon conducted an unannounced Annual/ Random Inspection and met with the Licensee Maricela Vasquez. Licensee recently submitted an application for a large license. The SDCCRO received a fire clearance reported dated 1/21/25 from the El Centro Fire Department. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. There were two daycare children present. This facility is a 3 bedroom, 2.5 bathroom single story home. Licensee accompanied LPA during this inspection. The following areas are used for childcare: entire home except for bedrooms and hallway bathroom. Daycare room bathroom is used for daycare purposes. Operation hours are Monday through Sunday 5:00am to 4:00am (23 hours).

The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. Children’s toys and play equipment are available and observed free of hazards. Licensee uses a fully fenced backyard for outdoor play. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. Licensee maintains a large fountain in the off limits front yard. The bottom bowl is filled with rocks and does not fill with water. Licensee stated there are no weapons maintained in the home.

Licensee’s First Aid and CPR certifications expire in 11/2/2026. Mandated Reporter Training certificate was reviewed and expires 2/5/2027. Licensee and staff have required immunizations. LPA reminded licensee that Pediatric CPR/ First aid and Mandated Reporter Training expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. Last emergency exit drill was conducted and documented 1/21/25.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was reviewed with licensee. LPA Castellon discussed IMS plan and procedure. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee and LPA discussed the facility emergency disaster plan, LIC 311D, and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile.

No Deficiencies cited during this inspection.

A large license will be issued after a final final review. The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care.

An exit interview was conducted with the licensee. The licensee was provided a copy of their Appeal Rights (LIC 9058) and Notice of Site Visit (LIC 9213) and their signature on this form acknowledges receipt of these rights. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
