On October 7, 2025, at 10:45 a.m., Licensing Program Analyst (LPAs), Jacqueline Macias and Vicky Williamson conducted an unannounced Annual Random Inspection and met with Licensee, Araceli Suarez. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. LPA provided a copy of the Entrance Checklist upon entry. There were six (6) daycare children (two of whom are infants) present in the facility at the time of inspection. Also present was Licensee's assistant, Paulina Martinez, Licensee's spouse, Jose Gonzalez, Licensee's adult daughter, Emeli Rodriguez, and two minor children present in the facility during the time of inspection. Days and Hours of operation are: Monday- Saturday, 23 hours.

LPAs and Licensee toured the indoor and outdoor of the home. This two story home is a four (4) bedroom, three (3) bathroom home . The following areas used for child care are: living room, kitchen, dining room, downstairs bathroom, and backyard. Off limits areas are the left and right side of the backyard, bedrooms #1- #4, upstairs bathrooms, laundry room, and garage. They are inaccessible through use of child safety doorknob covers, door latches and safety gates.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements and are operational. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. The home has a fenced backyard available for outdoor activities at time of inspection. Licensee states she provides continuous supervision of children during outside activities at all times. The upstairs is not used and is gated off at the bottom of the stairway and the Licensee understands the gate must be in place when children under five years are present during day care hours.

LPAs observed that the backyard is enclosed with wood fencing and has an in-ground swimming pool that is enclosed by wood fencing and a partial wrought iron fence that isolates the swimming pool from access to the family child care home.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

There is also an additional wrought iron fence that barricades direct access from the windows leading from the family child care home, with two entrance gates that are self-latching and self-closing.

LPAs observed one entrance gate leading from the backyard to the pool that is 60 inches tall, enclosed partially with wrought iron fencing, swings away from the pool is self-closing with a self-latching, key lockable device. LPAs observed that the corner of the wrought iron fencing has gaps that measure over 4 inches in diameter. LPAs also observed an additional entrance gate leading from the front yard to the pool that has a gate that is not self-closing, self-latching and without a key lockable device. LPAs observed that the wooden gate has a vertical clearance of over 2 inches from the ground to the bottom of the fence.

LPA observed one pool alarm that is operational, a life ring and rescue pole with a body hook that meet pool safety requirements. LPA reviewed daily safety inspection log and it is being maintained. LPA and Licensee discussed the requirements in maintaining a daily safety log inspection. LPA reviewed PIN 25-01-CCP with Licensee and a copy.

Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee’s First Aid and CPR certification is valid through June 2026. Licensee has required immunizations. Licensee completed Mandated Reporter Training on May 11, 2024 and expires in May 2026. Facility roster is maintained and was reviewed. LPA informed Licensee to ensure that Pediatric CPR/First Aid and mandated reporter training is completed once every two years. LPA observed the required documents posted. The last fire and disaster drills were conducted and documented on September 11, 2025. A sample of children’s files were reviewed and determined that all files were complete and met regulations. A sample of staff files were reviewed and determined that all files were complete and met regulations.

There is one play yard for each infant who is unable to climb out of the play yard. Play yard is free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes.

An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. Licensee states she places infants up to 12 months of age on their backs for sleeping. LPA reviewed safe sleep logs for infants.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.

LPA and Licensee discussed California Megan's Law and LPA provided:www.meganslaw.ca.gov. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA advised if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. In addition, for general questions, questions regarding licensing requirements call Child Care Licensing.

Incidental Medical Services (IMS) policy was discussed with Licensee Araceli Suarez. For IMS information see PIN 22-02- CCP. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was licensed on 06/25/2024. On 07/02/2025, licensee submitted a fire clearance request. Fire clearance was granted on 07/24/2025. LPA observed ample space for care for up to 14 children.



The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care. Licensee completed the Health and Safety Issues Family Child Care Regulation 102417 form during time of inspection.

A Large Family license may be issued upon final file review.

No deficiencies cited. A Notice of Site Visit (LIC 9213) was given to Araceli Suarez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.



An exit interview was conducted and the report was reviewed with Araceli Suarez.
