Buildings and Grounds- On Jan. 6th, 2023, the facility experienced a power outage.

Personal Rights- On Jan. 6th, 2023, children in care experienced a power outage exposing them to temperatures between 41 and 47 degrees.

On February 21st, 2023 at 12:00PM, LPAs Andrea Pittman and Justeene Tamayo met with Director Jessica Krall for the purpose of concluding the investigation concerning the above allegations. The investigation consisted of interviews conducted with Staff and other relevant complaint parties. LPA received documents related to this investigation which included the facility’s staff roster and children’s roster.
The interviews conducted revealed that on Friday, January 6th, 2023, between approximately 8:30am and 3:00pm, the facility experienced a power outage that caused the power and heater to be off in the facility which resulted in the facility being in darkness and colder temperatures. LPA researched the historical temperature in Google for the Ridgecrest area on that day, the temperatures ranged between 41 and 47 degrees during the power outage. Parents were notified that there would be generators during the power outage; however, they were not informed that the generators would not provide power or heat in the classrooms.

There were six children present in care and affected by the power outage and colder temperatures as disclosed by children wearing more than one heavy coat during the power outage. Interviews disclosed that flashlights and phone lights were needed for changings in restrooms of children in care.

Based on information obtained and interviews with relevant complaint parties, the allegation is deemed SUBSTANTIATED and Type A citations will be issued. A finding of substantiated means that allegations were valid because the preponderance of evidence standard has been met.

Upon receipt of a Type A Deficiency, a copy of the licensing report must also be posted for 30 days. The same report must be provided to parents/guardians of children newly enrolled at the facility during the next 12 months & Licensee must obtain a signed Acknowledgement of Licensing Reports (LIC 9224) from parents/guardians and place it in each child's file. Copies of the reports must be provided to each parent when a Type A violation is cited along with Acknowledgment of Receipt of Licensing Reports LIC 9224. If these requirements are not met, civil penalties per violation will be assessed.

An exit interview was conducted, a copy of this report, appeal rights, and notice of site visit was read and provided to the Director Jessica Krall.
