On 2/20/2026 Licensing Program Analyst (LPA) Isabel Ortega conducted an initial 10 day complaint investigation to investigate the above allegations. Upon arrival LPA toured the infant classroom and did not observed any infants in care.

On 02/13/2026 the department received a complaint with allegations stating Staff inappropriately restrained a day-care child while in care, Staff yelled at a day-care child and Staff mishandled a day-care child. This investigation consisted of confidential interviews, staff file review, and LPA’s observation on 01/26/2026. The confidential interviews did not disclose any concerns with the quality of care given to the infants in care. Facility Director and Staff denied the above allegations, the Interviews disclosed children are placed on table with attached bucket seats but only utilized when infants are engaged in eating or participating in an activity. The confidential interviews and wellness checks did not disclose facility staff yell or mishandle children in care. These allegations are regarding an infant in care four years ago. Facility is required to keep records for a minium of three years.

Based on the information obtained there is not enough evidence regarding the allegations, Therefore, these allegations are deemed to be UNSUBSTANTIATED, Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.

Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted, report, appeal right and notice of site visit provided.
