Licensing Program Analyst (LPA) Babatunde Ibitoye met with Director, Ratna Rajaratnam today for the purpose of conducting Required 1 year unannounced inspection. LPA toured and inspected all areas according to the facility sketch which has (6 Preschool classroom). Upon arrival, LPA counted 74 Preschool children's in all 6 classroom, LPA noted there was a teacher present in each classroom while children were getting ready for lunch. Staff and children files were reviewed as part of this inspection. All staff have current immunization's, fingerprint cleared, associated, and qualified. All staff are certified and have a valid Pediatric CPR and First Aid certificate. Children's files were reviewed and contain all required forms.

The center hours of operation for providing care is monday to friday from 6:30 AM to 6:00 PM.

**LPA observed age appropriate furniture, equipment, toys and materials. The classrooms were observed to be clean and safe. Telephone service was verified as well as adequate heating and ventilation. Children's belongings are kept in cubbies along the wall as you enter classrooms. Drinking water is available inside the classroom in the form of a water cooler and disposable cups. Rooms are separated by accordion doors. Centers' last Emergency Disaster Drill was conducted 08/11/2022. LPA observed fully charged fire extinguishers, and carbon monoxide detectors throughout the center. Every classroom contains a first aid kit; center provides "Sippy Cups" which are cleaned daily.

**The children's bathroom is located inside the classrooms. There are 1 restroom available per classroom. Three additional toilets available in front entry playroom bathroom. Age appropriate sinks and toilets were inspected for availability and good repair. All toilets and hand washing sinks were operable, clean, and sanitary meeting Title 22 regulations.

**Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. Center utilizes rubber matting -under climbing structures for cushioning material and there is sufficient and adequate shade available. Center also has sand boxes, Director states the sand is raked and cleaned daily before children utilize the area. Large play equipment and structures are securely anchored. The area was observed to be free of debris. Outside Drinking water is available in the form of igloos (brought out by staff). There are no bodies of water on the campus.

**Food preparation area/Kitchen was inspected for safety, cleanliness, proper equipment & protection against contamination and storage, menus observed and posted. Storage areas were inspected for inaccessibility of toxins and cleaning compounds to children in care.

**Parent Board contained all documents that are required to be posted according to Title 22 Regulations. Sign in and out sheets were inspected and contain full legal signatures.

LPA discussed the following: Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements

Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. These situations include:

. Serious health and safety violations resulting in Type A citations;

· Non-compliance conferences; or

· Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to.

On January 1, 2018, or before March 30, 2018, a person who is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. www.mandatereporterca.com

The incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A review of medication policy indicated that prescription medication is administered only with the parent's written permission. The Teacher administers medication and documents the dosage, date, and time on a log. Medication is brought and taken home by the parent daily. Medication is properly labeled and stored in its original container.

There were no citations issued because of this inspection, Center operating in compliance with Title 22 Regulations.

Notice of the Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

Exit interview conducted with Director. A copy of the Appeal Rights (LIC 9058) was given and explained. The Director signature on this form acknowledges receipt of these rights.
