Facility is a single-story building, there are a total of 32 rooms: Classroom C is currently the only classroom open; Classroom A & B are closed (for pre-licensing), Toddler Classroom 1 closed (pre-licensing), 15 offices, one break room, one kitchen, 4 staff bathroom, 2 children’s bathroom, 1 lobby, 1 little kid’s library, 2 storage, 1 file room, and one yard utilized for outdoor play. Common spaces for the programs consist of the facility kitchen, staff restrooms, and staff office. Incidental Medical Services were discussed.

Emergency Drills are conducted every month, last drill was conducted and documented on 11/1/2023 at 9:07am for the Fire Drill and 9:15am for the Emergency/Earthquake Drill. The fire extinguisher (2A10BC) is reading in green and meets the Fire Marshal codes and standards (last serviced 6/2022). Fire drills are conducted every month and documented. Food allergies are noted and are posted in the kitchen and classrooms in the blue binder. There is no outside food allowed and the Center provides breakfast at 8am and lunch at 11am, no snacks.

Furniture and equipment:

Telephone service was verified. Heating, lighting, and ventilation are adequate. LPA observed disinfectants, chemical compounds, and poisons were found to be inaccessible to children in care (inside classroom under sink safety locked).

Food Service: There is a refrigerator in the classroom and cabinets for storing formula in the classroom. The facility has a fully functional kitchen area with a fridge, freezer, and stove. Per the director, one child has allergies to milk. There is space for an allergy list to be posted on the refrigerator door in the kitchen. All kitchen areas/food preparation areas, and storage areas are kept clean and free of litter, rubbish, rodents, and other vermin. Storage containers for solid waste, including moveable bins, shall have tight-fitting covers kept on and in good repair. The facility provides breakfast, lunch, and snacks daily. The weekly menu was observed. Chemicals and cleaning solutions are kept separate from the food. During today’s inspection, the kitchen door was open. When staff is not present the door is locked. No children are on medication. When a child is on medication there is a locked file cabinet in the staff office. LPA observed the kitchen knives in freezer #1 on top shelf. LPA advised for the knives to be placed in a container in back of the freezer. There was no carbon monoxide alarm in the kitchen. LPA advised for agency to install a carbon monoxide alarm.

Teacher-child ratios were observed (12/1).

The parent board was reviewed and has all the required forms posted. Sign-in/sign-out sheets are in the front office. The facility does not transport children.

Children are inspected for illnesses as they arrive. A review of the medication policy indicated that only prescription medication is administered and only with the parent's written permission. The director is designated for administering medications if needed. Ill children are kept up front in the director's office. Firearms and ammunition are not on the premises. The rooms are safe and clean. The facility complies with the conditions and limitations specified on the license.

Site Supervisor II and one teacher are currently certified in Pediatric CPR/First Aid. Child Care Providers (AB1207) Mandated Reporter training certificate is dated 8/23/2023.

The following Incidental Medical Services (IMS) were discussed. Currently no children on medication.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. All staff are required to take 3-hour Child Care Provider Mandated Reporter training (AB1207) every 2 years. www.mandatedreporterca.com. This facility has a waiver to conduct their own Mandated Reporter Training.

Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com. Director is aware, self and all staff are mandated child abuse reporters and have the responsibility of reporting any suspected child abuse to the Child Abuse Hotline at (800) 540-4000.

Criminal Record Statement: Child Care Centers

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Carleen Bencoma of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Notice of Site Visit:

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
