25 | On April 18, 2023, Licensing Program Analysts (LPAs) Nancy Her and Denisia Jimenez, and Licensing Program Manager Cynthia Brannon conducted an announced prelicensing inspection and met with Site Supervisor, Yesenia Rubira. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. This is a change in capacity for the toddler program. The applicant is requesting an increase from 8 toddlers to 24 toddlers. This program will operate year round Monday – Friday, 7:15 am – 5:15 pm. This program will operate in Toddler Classrooms 2, 5, and 6. Classroom 2 does not share jack and jill restroom with the Headstart program. Children shall not be in that restroom.
Site Supervisor stated that the center will provide breakfast, lunch and PM snack. The meals are prepared onsite. Ill children will be isolated in the family service workers office located between classrooms 5 and 6. A staff member or site supervisor will be with ill children. The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, cribs and plenty of toys for children to play. LPAs observed that each changing table is within arms reach of a sink. LPAs also reminded Site Supervisor not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility’s smoke detector system and is installed throughout the building.
LPA reviewed with Site Supervisor, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Site Supervisor is aware the ratio is 1 staff to 6 toddlers and will follow the regulations.
Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This facility was constructed after January 1, 2010 and not subject to testing requirements at this time.
