On 02/03/2022, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Araceli Gibson conducted an unannounced case management inspection and met with Site Supervisor, Donna Ward. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the campus of Wonderful College Prep Academy - 14848 Lamberson Ave in Lost Hills, CA. Licensee is requesting a decrease of capacity - 96 preschool children. This program operates on a traditional school year schedule from from 5:30 AM to 5:00 PM Monday through Friday. This program operates in Classroom 101-104.

Breakfast, lunch, & a PM snack is provided by the school. Food is prepped in the cafeteria and brought over to each classroom where it gets disbursed to each child. The cleaning supplies will be stored in a cupboard that is at the entrance of each classroom. It has a latch in place to make it inaccessible to children. Staff will utilize the staff bathroom located outside classroom 102. Ill children will be isolated in the nurses office and will use the bathroom located there.

The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. LPA reminded applicant to not store anything on top of the children's cubbies or tall bookcases that could potentially fall on the children. Donna understood. Donna will submit proof of a working carbon monoxide inside the center. She also stated that there is a sanitation station at the front entrance where staff will do wellness checks every morning during drop off and take the children's and staffs temperatures every morning. Masks are worn by staff and children while indoors which are provided by the licensee.

Room measurements were taken and reviewed with Donna. The total inside preschool area measured to an approximate 3,694 square feet which will accommodate 96 preschool children. There is adequate storage space available for children's belongings in each classroom. There are enough tables, chairs, & cots for the newly requested capacity. The cots will be stored in the classroom. Donna stated that quiet play time will be available for non-sleepers. Donna understand that additional staff will be required.

LPA also informed Donna of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following items must be completed prior to issuing a license by 02/17/2022.

Preschool

  • Remove or fix partition in classroom 104.
  • Get working carbon monoxide.
  • Submit missing LIC Forms to complete decrease request.


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 96 preschool children.

Toys and equipment appear to be age appropriate. Donna stated that bedding/sheets get washed at the center every week on Friday or whenever necessary. There are a total of 2 toilets and 4 sinks/hand washing fixtures in each classroom - total 8 toilets & 16 sinks which will accommodate the newly requested capacity of 96 preschool children. There are water dispensers in each classroom so children can have water readily available to them at all times. There are water fountains outside in the play area along with a water jug.

The approximate outside square footage for the preschool area is 10,050 which will accommodate the 96 preschool children. The preschool play area is gated, has artificial grass, bike path, and a flower bed for gardening, and an age appropriate play structure. There are 3 awnings that provide enough shade for the children. LPA observed plenty of toys that children can play with. LPA reminded Donna to provide adequate supervision at all times since the play area is big.

A fire clearance for 96 preschool children was received and granted by the Kern County Fire Department on 12/10/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Donna was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
