On 08/01/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Gladys Garcia-Jara, Program Director. The center is located in classroom 902 on the campus of Discovery Elementary School, located at 7500 Vaquero Ave in Bakersfield, 93308. This is a new facility and the applicant is requesting a capacity of 20 preschool children ages 2-6 years old. This program will operate August through June of each year. This facility will operate Monday – Friday with 2 separate sessions (8:30 – 11:30 AM and 12:30 – 3:30 PM).

Facility will provide a breakfast and lunch. Meals are brought into classroom from Central Kitchen and served in classroom. Staff will utilize the staff bathroom on the elementary school campus. Ill children will be isolated in the Site Supervisor’s office and utilize the restroom in classroom 901. Program Director will provide letter from elementary school authorizing staff to use restroom in classroom 901 for ill children.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, and plenty of toys for children to play. There is a working carbon monoxide detector inside the classroom. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Criminal record clearance is completed as condition for employment and maintained by the Kern County Superintendent of Schools Administration offices.

Room measurements were taken and reviewed indicating total inside preschool area to be approximately 770 square feet, which will only accommodate the requested capacity of 20 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. Director will provide request for waiver to share restrooms with Kindergarten classroom (Rm 903). There is a total of 4 toilets and 2 sinks/hand washing fixtures which will accommodate the requested capacity of 20 preschool children. Facility will provide bottled water for drinking.

Children will use existing elementary school play area. Program Director will submit a request for waiver to share elementary school playground with preschool. Outdoor measurements were not taken on this date, as the outdoor activity space is adequate enough to accommodate above and beyond the requested capacity. Children will NOT use play structure on elementary school playground as it is not age appropriate for use by preschool children. Staff will provide adequate supervision for preschool children while maintaining teacher-child ratio at all times and not commingle school age children with preschool children on playground. There is adequate shade available where children can rest.

A fire clearance of 24 preschool children/infant/school age was approved & granted by the Kern County Fire Department on 07/14/2022.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.
