On 3/13/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee, licensee’s assistant, and four day care children who were playing in the day care room. Licensee, her husband, and her adult son reside in the home. Verified licensee’s CPR and First Aid was completed through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 1/5/2027. Licensee’s Assistant, Jose Cisneros completed the training through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 1/12/2026. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on 2/27/2025.

A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed:
  • Fire clearance was received on 3/4/2025. Fire pull alarm is located on the day care room wall.
  • LPA observed children size furniture, safe toys and books for the children. LPA also observed one high chair, a diaper changing table and two cribs. There is a flat screen television mounted onto the day care room wall. There is a parent’s board located on the day care room wall.
  • Licensee states she does not have weapons, firearms, ammunition or poisons in the home.
  • Facility has 3A40BC fire extinguisher mounted onto the day care room wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place.

  • Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present.
  • LPA observed an in-ground pool. LPA advised licensee, effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866 - The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features will be required. LPA observed an in-ground pool that is fenced with black wrought fencing that is not in accordance with Title 22 Regulations. The gate is self-latching/self-closing, swings away from the pool but does not have a key lockable device that must be located no more than six inches from the top of the gate. Applicant was advised of the AB2886 additional requirements and was provided with the Pool Safety Act handout information.
  • Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free.
  • Licensee states she does transport day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children.
  • Required items are posted in the Child Care Home where parents may easily view.
  • During visit capacity worksheet was provided and discussed.
  • Licensee completed the Mandated Reporter Training on 4/4/2023. Licensee’s assistant completed the training on 4/15/2024.
  • Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises.
  • Licensee is advised it is her responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov.

LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations.

Licensee states her hours of operation are Monday through Friday from 5:00 AM to 5:30 PM and as arranged. Licensee advised she does not provide care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov.

Licensee is advised the following items must be corrected and documentation be sent to Fresno CCL within the next 30 days to avoid possible withdraw.

Licensee will adhere to the AB2866 - The Pool Safety Act. Applicant will obtain the additional requirements as listed.
  • Licensee will install a key lockable device to the pool gate.
  • Licensee will obtain a life rescue pole with a body hook – minimum fixed length of 12 feet.
  • Licensee will install a life ring diameter of a minimun of 17 inches, approved by the US Coast Guard.
  • Licensee will install an alarm that when placed in a swimming pool will sound upon detecting an entrance into the water, must meet ASTM International Standard F2208.

Pending verification of corrections of the above items and a second unannounced inspection will be conducted, licensure as a Large Family Day Care Home capacity of 14 children ages under 18 years will be recommended.

During exit interview, LPA observed licensee post the Notice of Site Visit on parent’s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
