On 07/09/2024 Licensing Program Analyst (LPA) Beneroso met with Licensee Morales de Martinez who guided analyst on a tour of the facility for a Capacity Increase Inspection. This is a one story, 3 bedrooms, 2 bathroom home with kitchen/dining, living room and garage. There is no pool/spa or body of water on the premises. Upon arrival LPA observed 8 children in care. Family members residing in the home include 2 adults and 5 minor children. The facility operates Monday through Friday from 4AM to 5PM. Licensee is requesting an increase of capacity of 14 children. A Fire Clearance has been granted effective 06/20/2024. LPA went over the child care ratios for a large family home with licensee, and provided licensee with a copy.

Physical Plant: Main care is provided in the living room, dining area and backyard. Children use the bathroom located in the hallway. Off limit areas include 3 bedrooms, bathroom 1 and garage. The home was inspected inside and out for safety, clean and orderly, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds are located in the kitchen secured with a safety latch and sharp items are located in an upper cabinet. Medications were observed to be located in an upper shelf in near the kitchen. Children nap in the living room (daycare area). Safe and age appropriate toys, play equipment and materials were observed. The smoke detector and carbon monoxide detector, Fire Extinguisher (3A40BC) are in operable condition. Per Licensee no one smokes in the home. Electrical outlets are inaccessible. LPA reminded licensee, no baby bouncers saucer chairs, or any recalled and or prohibited toys or sleep/ play equipment are allowed. There is a designated area for ill children as necessary in living room area. Per Licensee there are no weapon/firearms in the home. The facility sketch is complete and current, there is working telephone (cell).

Fire/Disaster Drill is complete and maintained current. Last Fire/Disaster Drill was completed on 03/26/24. Roster complete and maintained current.

Bathroom: Shower/tub are free of hazards (childcare bathroom). LPA did not observe any hazardous items in the children's bathroom. Toilet and faucet are clean and operable.

Kitchen: Does not have a physical barrier but safety latches were observed. Per licensee, she does have a food program. Meals served: Breakfast, AM snack, Lunch, PM snacks and Dinner are provided.

Outdoor: The backyard is completely fenced in with a vinyl fence. There are no pools or bodies of water. Per licensee, there are no pets on the premises. No hazardous items were observed. The play equipment in the backyard is in well repair.

Advisory/Other: First Aid kit was observed with supplies readily available. CPR/First Aid expires 12/2024. Mandated Reporter expires 11/29/2024. There are no window cords accessible to children.

Documents Provided and or Discussed: Fire Drill Log, Roster, Postings, Safe Sleep PIN 20-24-CCP, Individual Sleeping Plan (LIC9227), and Safe Sleep Log. Licensee stated currently does not have child care insurance.


Megan’s Law - On this date, 07/09/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

MyChildCarePlan.org: Family Child Care Home Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Criminal Record Clearance: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Morales de Martinez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies have been cited at this time. A notice of site visit was given to licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Facility is ready for a capacity increase.
