On 03/08/2023 Licensing Program Analysts (LPA) Beneroso met with licensee, Maria Diaz who guided analyst on a tour of the facility for the One Year Required inspection. Upon arrival, LPA observed 5 children in care and 2 adults caring for them licensee and assistant. Family members residing in the home include only the licensee. Facility hours of operation are Monday-Friday 5AM- 2AM for less than 23 hours. Inspection was conducted in Spanish, LPA is certified bilingual by the department.

This is a single-story home with 5 bedrooms and 3 bathrooms. Per licensee, care is provided primarily in the day-care room and living room. The kitchen, 2 bathrooms and 4 bedrooms are made inaccessible to children. These rooms are are off-limits and made inaccessible by use of a baby gate in the entrance areas. The backyard is accessible to children and is fenced all around. Laundry equipment is located in a room that is off limit and is kept locked during business hours. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children. LPA observed age appropriate safe toys and napping equipment on the premises. Naps are provided on cots the day-care room. There is a crib for each infant to nap in.

The facility obtained a permit from the city of Arvin for the conversion of the garage where main care is provided. This permit was obtained on 10/26/23. LPA obtained a copy of the updated facility sketch.

LPA observed detergent and cleaning compounds to be kept in the kitchen in a lower cabinet. Medicines were observed to be kept in the kitchen in an upper cabinet. Sharp kitchen knives were also observed to be placed in the kitchen in a drawer with a safety latch. Safe and age appropriate toys, play equipment and materials were observed throughout the facility. LPA did not observe Baby walkers, baby jumpers, baby exersaucers, baby bouncers/rockers or any other item that falls into that category in the facility.

The smoke detector, carbon monoxide detector and Fire Extinguisher (2A10BC) are all in operable condition. Electrical outlets are inaccessible, there is a designated area for ill children as necessary in living room area. There are is a fireplace properly barricaded, in the living room. Per Licensee, there are no weapon/firearms in the home. The facility sketch is complete and current, there is cell phone in the facility at all times. Fire/Disaster drills are maintained current. Last fire/disaster drills were completed on October 2022. Licensee currently does have childcare insurance.

Bathroom: LPA observed toilet and faucet are clean and operable condition. No shampoos or other cleaning products were stored in the shower or cabinets. LPA observed all cabinets to have a safety latch in them.

Kitchen: Sharp utensils, are made inaccessible to children. There is a baby gate that separates the kitchen making it off limits. The home has a clean and fully stocked refrigerator/freezer. Cleaning supplies are located in the lower cabinets in the kitchen. Breakfast, Lunch, AM and PM snacks are provided dinners are provided as needed. Licensee stated she currently is a participant in a food program.

Outdoor: The backyard is fenced all around. The backyard is used for outside play and it is clean, free of hazards and sharp objects. LPA observed appropriate and safe toys in the play area. Per licensee and LPA’s observations, there are no pools or bodies of water in the premises.

Advisory/Other: First Aid kit was observed with supplies readily available, including a thermometer. CPR/First Aid expires 03/26/24. Mandated Reporter is maintained current, and it expires on 05/13/24. LPA reminded licensee; mandated reporter training must be completed every 2 years.

Licensee had all the required posted documents: Facility License (LIC 203), Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). Children files were found to be complete with all the forms required.

Licensee Diaz was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Diaz and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) were discussed. Per licensee, the facility is not currently providing IMS.

Inspection was conducted in Spanish, LPA is certified bilingual by the department. The facility was found to be in compliance and no citations were issued during this inspection.

A notice of site visit was given to licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee Diaz along with her appeal rights.
