On 08/02/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Evelyn Solorio, Program Administrator. A tour of the center was conducted both inside and outside. Upon review of the measurements of usable indoor activity space, Applicant will revise their requested capacity from 72 to 39 Preschool children. A revised Fire Clearance will be required.

The center is located in classrooms 1 and 5 on the campus of the Tulare County Office of Education - Early Learning Center located at 146 Highland Street in Hanford 93230. Classroom 1 will operate full-day session 8:00 AM - 2:30 PM. Classroom 5 will operate AM/PM half day 8:00 - 11:00 AM & 12:00 - 3:30 PM. The program will operate Monday - Friday on a traditional school year schedule. Children get brought into the reception area and then into the classroom where staff conduct temperature checks and parents will sign in.

Director stated that the center will provide breakfast, lunch, morning & afternoon snack. Lunch will be prepared Preston Green Learning Center and delivered directly into the classrooms. Staff will utilize the staff bathroom located by the exit in common area. Ill children will be isolated in the classroom office and utilize the staff bathroom.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector inside the kitchen.

Measurements of indoor activity space were taken and reviewed with Evelyn Solorio, Program Administrator. The total usable square footage for Preschool program is approximately 1,732 square feet, which will accommodate the requested capacity of 39 Preschool children. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate.

There is a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 39 Preschool children. There is a water fountain inside each classroom that children will use to have water readily available to them. Classroom 1 was not set up for classroom use.

The approximate outside square footage for the preschool area is 8.382 square feet, which will accommodate requested capacity of 39 Preschool Children. The preschool play area is fenced and gated all around and will be shared through staggered times with the children enrolled in the Kings County Office of Education - Inclusion classes. A Waiver will be required requesting use of shared playground between children enrolled in Preschool and children enrolled in Kings County Office of Education - Inclusion classes. LPA observed age appropriate toys, a bike path and age-appropriate structure. Applicant is using pour-in-place rubber matting to cushion fall zones. LPA reminded Evelyn Solorio, Program Administrator, to provide adequate supervision at all times and not to commingle Preschool children with children enrolled in the Inclusion classes. There is no available shaded rest area for children

A revised fire clearance will be requested to the Hanford Fire Department for approval of revised requested capacity of 39 Preschool children.

This facility does plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Evelyn Solorio, Program Administrator was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility does/does not provide care to infants.

The following items must be completed prior to issuing a license.
  • Fire clearance for revised requested capacity of 39 Preschool children.
  • Request for Waiver regarding shared use of playground between children enrolled in Preschool and children enrolled in the Inclusion classes
  • Install shaded rest area for children
  • Set up classroom for use by children in preschool
  • Provide first aid supplies for review
  • Site map identifying classrooms used by Preschool and overall use of buildings occupants.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 39 preschool children.
