On 12/07/2023, Licensing Program Analysts (LPAs) Nancy Her and Monica Lopez conducted an announced prelicensing inspection and met with Director Prudy Tanner. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is a new facility and applicant is requesting 43 infant children ages 0-2. This facility does not provide a Toddler option program. Facility will be caring for 6 crib infants and 37 non-crib infants. This program will operate year-round. This facility will provide full-time care from 6:00 am to 6:00 pm Monday through Saturday. This program will operate in classrooms 102, 103, 104, and 105. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Applicant will be scheduling their water fixtures for lead testing.

Director stated that the center will provide infant formula, breakfast, lunch and afternoon snack. The meals are prepared onsite. Parents will provide diapers. Ill children will be isolated in an area adjacent to the receptionist desk and utilize the adult bathroom in the hallway.

The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, cribs and plenty of toys for children to play. Director stated that the facility will provide sheets for their child’s crib or cot for napping. LPAs observed that each changing table is within arm’s reach of a sink. LPAs also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility’s smoke detector system and is installed throughout the building.

LPA reviewed with Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Director is aware the ratio is 1 Teacher to 4 infants and will follow the regulations.

Room measurements were taken and reviewed with Director. The total inside infant area measured to an approximate 1284 square feet which will not accommodate the requested capacity of 43 infants. Director will update capacity request to 36 infant children. Director understands that children's equipment needs to match the licensed capacity. Toys and equipment appear to be age appropriate.

Licensee is doing the following to provide accessible drinking water to children in care: Licensee is having drinking water provided by an igloo and sippy cups. Staff will fill pitchers up with water and bring them outside so sippy cups can be refilled during outside play.

The approximate outside square footage for the infant area is 14522 which will accommodate requested capacity of 43 Infant Children. LPA observed age appropriate toys and play equipment. Shade is provided by a covered patio as well as trees. LPAs observed gopher holes, cement patches that are not safe for infants, bolts that needed to be shaved and/or capped, and warped fencing. LPA reminded Director to provide adequate supervision at all times.

A fire clearance for 69 preschool children was approved and granted by the City of Handford Fire Department on 11/29/2023. The clearance was received by the Fresno Regional Office on 11/30/2023. Due to fire clearance request not addressing infant children as well as Licensee is requesting a new capacity of 36 infant children a new fire inspection has been requested.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Director, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following will need to be corrected before licensure:

· Updated 200A with new capacity request to match indoor activity space measurements.

· Updated fire clearance.

· The wall in infant classroom 102 separating the infant napping area from the indoor activity space needs to be be at least four feet high; shall be constructed of sound-absorbing material; and shall be designed to minimize the risk of injury to infants.

· The crib fitted sheets will need to be appropriate to the mattress size, fits tightly on the mattress, and overlaps the underside of the mattress so it cannot be dislodged.

· Changing pad liners will need to be made readily available for use for the diaper changing station.

· In classroom 104, the mirror needs to be mounted.

· In the outdoor play area, the gopher holes need to be filled.

· Cement patches need to be made safe for infants.

· The bolts on the gates need to be shaved and/or capped.

· There is an area of the fence that is warped and sticking out. This will need to be fixed and made safe for infants.
