On 9/27/2023 Licensing Program Analyst (LPA)s Laureano and Castellanos conducted a complaint inspection to deliver the findings regarding the above-mentioned allegations. LPAs met with Director, Cathleen Trapani. LPAs explained the purpose of the inspection. There were 35 children in care and 9 staff present.

On 7/18/2023 Licensing Program Analysts (LPA) Judy Laureano and Sarah Garcia conducted an unannounced complaint investigation regarding the above allegations.
LPAs met with Cathleen Trapani and observed 35 children in care with 6 staff members. Assistant director was also present during the inspection. LPAs toured the facility indoors and outdoors. LPAs reviewed the children’s rosters, staff roster and parent handbook. Director agreed to email documents that were not provided at the time of the visit. LPAs interviewed staff, director and children.

On 9/27/2023 LPAs Judy Laureano and Cristina Castellanos concluded all interviewed of relevant parties. Based on observation, document review, parents interview, staff interviews and children’s interviews, no information was disclosed that children’s personal rights were violated or that physical abuse or corporal punishment took place.
Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove or disapprove the allegations, therefore the allegations are found to be unsubstantiated.

Exit interview was conducted with Cathleen Trapini and a copy of the report was provided.
