13 | On 12/1/25, LPA Evelyn Garcia amended complaint investigation report dated 11/26/25 to include additional details concerning the investigation. On 11/26/2025,at 9:05 am Licensing Program Analyst (LPA) Evelyn Garcia conducted a subsequent unannounced complaint inspection and met with facility director for the purpose to conduct additional interviews and delivering findings of the above allegation. Upon arrival LPA observed 13 children present and 3 teachers providing care and supervision. The investigation included interviews with children, staff, and other relevant individuals, as well as a review of facility documents. Interviews showed that when children do not follow directions, staff calmly redirect them without yelling. Staff do not force children to nap; children may rest on their cots, and if a child does not want to rest, another staff member stays with them to avoid disturbing others. Regarding snacks, interviews and observations confirmed that the facility has an adequate supply. Children are given additional snacks upon request. LPA also observed the snack supply in the kitchen and confirmed it was sufficient. A review of diaper logs showed that children’s diapers are checked and changed promptly and as needed. Based on the information gathered through interviews, observations, and document review, the allegations are unsubstantiated. A copy of this report was provided to Director along with the appeal rights. |
