On 10/22/2025,at 9:40am Licensing Program Analyst (LPA) Evelyn Garcia conducted a subsequent unannounced complaint inspection and met with facility director for the purpose to conduct aditional interviews and delivering findings of the above allegation. Upon arrival LPA observed 68 children present and 18 teachers providing care and supervision.

The investigation consisted of interviews conducted with children, staff, relevant parties and document reviews.The interviews conducted revealed that the facility ensures the teacher to child ratio is in compliance to 1 teacher to 12 children.LPA reviewed the facility sign in and out for children and staff for a week period and observed the teacher to child ratio was met. The facility was visited on 7/30/25, 10/09/25, 10/22/25 and the teacher to child ratio was also in compliance. Based on the information obtained and LPA's observations, there are inconsistent statements the above allegation have been deemed unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.

On 10/22/2025, Licensing Program Analyst (LPA) Evelyn Garcia conducted an unannounced inspection to YWCA for the purpose of delivering findings and conduct follow up interviews for the above complaint allegation. Upon arrival to the facility, LPA discussed the nature of the visit and were granted entry by the site director, Rocio. During inspection LPA observed 68 children present and 18 staff providing care and supervision.

The investigation consisted of interviews conducted with children, staff, relevant parties and document reviews. Based on the numerous interviews,document and file reviews, it was determined that staff #4 used a loud tone when communicating with daycare parent. It was disclosed that the incident occured when children were present. Based on the evidence obtained, the above allegations are substantiated. A copy of the report was given to site director.

Per director, on August 5, 2025 staff have participated in training with topics such as parents rights, personal rights, and given resources about, why communication with parents matter and on how to build communication with parents, to protect the personal rights of children in care.
