On August 12, 2024, at 11:30 am, Licensing Program Analysts (LPAs), Elka Chavez and Tiffanie Tran conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Facility Representative Lorreta Gallegos. Applicant Norwalk La Mirada Unified School District is requesting to be licensed for 120 preschoolers 3 to 5 years old in classrooms 1,2,3,4,6 and 21. Hours of operation will be Monday through Friday from 8:00 am to 3:00 pm. There were no children present during today’s inspection. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Loretta Gallegos that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPAs continued to tour the facility and measured indoor activity space. Total indoor activity space measured 4387.45 square feet, which is sufficient to accommodate the requested capacity of 120 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water from the sink. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on August 07, 2024.

LPA observed a total of 11 sinks and 11 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 120 children. There is a waiver on file dated August 30, 2022, which allows children in classroom 21 to share the restroom with children enrolled in the special day classroom (SDC), transitional kindergarten and kindergarten classroom from the elementary school.

The facility currently has two fully fenced playground areas. Fencing is chain linked and is at least four feet high. The total square footage for all the outdoor activity space is 47,335.40 square feet, which is sufficient to accommodate the requested capacity. There is a waiver on file dated August 30, 2022, for the playground located near classroom 21 which allows the preschool children to share the playground with other students enrolled in the special day classrooms (SDC), transitional kindergarten and kindergarten from the elementary school. Shade is provided via trees and shaded structures. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. LPAs observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

No corrections are needed. A license for 120 preschool children will be granted upon a final file review.

Exit interview conducted and report was reviewed with the Facility representative, Loretta Gallegos.

A notice of site visit was given to facility representative, Loretta Gallegos, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
