13 | Licensing Program Analyst (LPA) T. Tran conducted an unannounced visit to deliver findings regarding the above complaint allegation. At 9:50AM LPA toured the facility with the Assistant Director, Loretta Gallegos. LPA observed proper care and supervision.
During this investigation, LPA obtained the child and staff documents, interviewed were conducted with staff, children, and other. Based on the record reviewed and interviewed with staff, none of the staff in Room 21 observed any incidents happened to C1 (LIC811) while in care. The children in Room 21 seemed to be comfortable with all the staff while engaging in activities. The interviewed parents are happy with the services and staff. Therefore, there was no credible evidence to support or disprove the personal rights allegation that staff pulled C1's ear happened at the facility. The allegation has been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
A notice of site visit was given and must remain posted for 30 days.
