Licensing Program Analyst (LPA) Bardo Baluyot conducted an unannounced required annual inspection. LPA met with Directors, Thais Anderson and Bob Boyman who guided the analyst on a tour of the facility. A COVID risk self assessment was conducted upon entry. This is a Parent-Cooperative preschool program which consists of 4 classrooms; Group 1, Group 2, Group 3 and Group 4 & 5. The facility runs two different program; 8:30 AM - 11:30 AM and 12:30 PM - 3:30 PM. The facility also offers a 'Stay and Play' which runs from 12:30 PM - 3:30 PM and a 'Lunch Bunch' runs 11:30 AM - 12:30 PM. The following teacher-child ratio was observed during this visit; Group 1-2 - staff #1, #2 and #3 and 2 volunteer parents with 17 children, Group 3 - staff #3 and #4 with 6 children. Groups 4 & 5 had already left for the day during time of inspection. All areas were identified on the Facility Sketch were inspected. The following was observed during this visit.

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Licensee states that there are no poisons on the premises. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets, hand washing, and bathing facilities are safe, sanitary and are operating properly. All floors are clean and safe.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors in the form of personal water bottles which are refilled with filtered water upon request. The facility was observed to be free of flies, other insects and rodents.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid was present during this visit. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA observed Snack menus to be posted where it is visible by the child's authorized representative. Per Director, for children who attend the entire day, lunch has been brought from home since the beginning of the pandemic. Per Director, parents also have the option of ordering lunch from an local vendor that serves individually packaged lunches daily. The facility still provides a AM and PM snack.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Staff and Children’s Records were reviewed for completeness; Inspection of required forms was made. LPA issued the Children's Record Review Form (LIC 857) and the Staff Records Review Form (LIC 859) to the Director during this visit. The Record Review Forms document the staff and children’s files that were reviewed during this visit.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the facility is in compliance with Title 22 Regulations. Therefore, there are no deficiencies being cited today.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
