On November 15, 2024, at 8:30 am, Licensing Program Analysts (LPAs) Jonnisha Culbert and Tiffanie Tran conducted an unannounced inspection at the facility noted above and met with Director, Barbara Bailey. The purpose of the inspection was to conduct the annual/random inspection at the facility. Entrance Checklist – Child Care Centers (LIC 125) was provided to the Director upon arrival. The facility is currently licensed for 146 children, ages 2 years until entry into kindergarten. The facility is located on New Life Community Church premises. There is also a licensed school-age program on site (License Number: 198012652). Per Director, the preschool program operates Monday through Friday from 7:00 am to 6:00 pm. All individuals present have obtained a criminal record clearance or criminal record exemption.

The Director guided LPAs on a tour of the inside and outside of the facility. All areas on the facility sketch were inspected. The facility has eleven (11) classrooms, but Director is currently utilizing room 102, 103, 104, 105, 106, 107, 108, 109, 110, and D103 (located in school age license building). Upon arrival, LPAs observed facility license, parent’s rights, car seat safety, earthquake preparedness, emergency disaster plan, and menu posted in a prominently public area.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children have their own cubby to store their belongings. Napping equipment (cots and matts) were observed. Per Director, bedding is washed at the facility on a weekly basis or as needed. Per Director, the isolation area is in the conference room. In the conference room, a cot or mat can be placed on the floor for an ill child and the staff restroom is readily available if an ill child requires it. Age-appropriate sinks and toilets were inspected for availability and good repair. General sanitation was observed. Availability of indoor drinking water was observed in each classroom.

Per Director, the carbon monoxide detector and smoke detectors are linked together with the alarm system. Detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm. Per Director, there are seven fire extinguishers and they are fully charged.

Disinfectants, cleaning solutions, medication and other items that are hazardous to children, were made inaccessible to children in all areas. Cleaning solutions were kept in each classroom. Director was reminded to keep cleaning products in an area that is inaccessible to children. Director confirmed that there are no poisons stored at the facility. All kitchen, food preparation and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste have tight-fitting covers that are kept on and in good repair.

Outdoor playground equipment is in a safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with sand that could absorb a fall. Per Director, the sand is inspected daily by staff prior to use. There is adequate shade in the outdoor play yard. Availability of outdoor drinking water was observed. No bodies of water were observed on the premises.

LPA conducted a record review of 10 children’s records and 12 personnel records for completeness. Based on the record reviews, children's records were complete with all the required documents per California Code of Regulations, Title 22, Division 12. The names of children and staff whose records were reviewed were documented. All staff had a valid Pediatric First Aid and CPR certification (EMSA-approved).

Sign-in and sign-out sheets were reviewed. Per Director, the facility conducts disaster drills. LPA observed disaster drill log with the last drill performed on 10/10/2024. Per Director, transportation is not provided by the facility.

The facility provides the preschool children with morning snack, lunch, and afternoon snack. Food menus are posted one week in advance where it is visible by the child’s parent or authorized representative. Menus for the past 30 days are available upon request. During the inspection, snacks were reviewed for availability and quantity.

Director, Barbara Bailey was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit.A notice of site visit was given and must remain posted for 30 days.
