Licensing Program Analyst (LPA), Bardo Baluyot conducted an unannounced Required Annual Inspection. LPA met with Substitute, Jeniffer Herrera. LPA observed 11 children present. Per Ms. Herrera, one child signed in was not present due to drill team practice but returns for pick up. The program operates on the campus of Granada Elementary School. Options Empowered Learning offers before and after school care from 6:30 AM - 9:30 AM and 1:00 PM - 6:00 PM Monday -Friday
(children arrive at 12:30 PM on Wednesdays).

Children currently attending the before and after school program use a portable adjacent to the elementary school. According to a review of the facility sketch, care is also provided in the school, however, enrollment has been kept to fifteen (15) as a precautionary measure during the pandemic. The portable is surrounded by a chain link fence. Furniture and equipment were inspected for age appropriateness and good repair. The room is well ventilated via central air. The refrigerator, microwave and electric oven were observed to be clean. Carpeting and flooring were also observed to be well maintained. Availability of drinking water is provided via water jug and cups. First Aid supplies are maintained on site and were found to be adequate. Cleaning solutions are stored inside a locked cabinet. Children have cubbies to store their personal items in. A variety of games and other learning materials are available. Children's restrooms are located across the portable. Per Ms. Jennifer, staff escorts children to and from the restroom as observed during today's inspection.

Teacher-child ratios were observed to be in compliance. Roster was available, up to date, and was provided to LPA. An Emergency Disaster Drill log is posted and shows last drill was conducted 4/6/22. First Aid/CPR observed to be current (Ex. 10/2023). Sign in and out sheets and procedures were reviewed. Children are signed in by parents or staff upon arrival. Children attending the elementary school are singed in by staff.

Children use the playground which is adjacent to the elementary school (field area). Children can also use the hard top area located right outside the portable. The playground includes a grassy field and hard top area where children can engage in sports and social play.

Menus were reviewed for availability, quantity and appropriateness to children in care. The program offers an afternoon snack. Snacks are provided by the school district which follow mandated Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Staff was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Per waiver agreement on file for Options, employee and children's records will be reviewed during a collateral visit to Options Surround Care Main Office located at 304 S. 1st Street Alhambra, CA 91801. Confidential names list will be provided at the time of the records review.
