13 | About 9:30AM, Licensing Program Analyst (LPA), T. Tran conducted an unannounced visit to complete the above complaint allegation. LPA met with Program Manager, Elia Rodriguez to convey the findings of complaint allegation. About 9:45AM, we toured the facility, LPA observed proper care and supervision.
The investigation consists of interviewing children, staff, and others. And observation was conducted on 10/21/25. Based on the interview with staff and children, there were no disclosures of staff who made threat to a child with spiders or calling the police when the child is misbehaving did not happen at the site. None of the parties interviewed had any concerns with the staff and children’s interactions. Due to the insufficient evidence to support or disprove the above personal rights allegation happened at the site. Therefore, this allegation has been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
