25 | An office meeting was held today with Elodia Perez Barnhart, Director, to review the facility's history, discuss substantial compliance with licensing laws and regulations, and provide the Director with available resources. The following deficiencies were reviewed: Responsibility for Providing Care and Supervision, Ratio and Criminal Record Clearance.
Responsibility for Providing Care and Supervision 101229(a)(1): (a) The licensee shall provide care and supervision as necessary to meet the children's needs. (1) No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation.
- On December 16th, 2019: LPA observed 5 infants napping with no supervision: On February 22nd, 2024: LPA observed 1 infant napping with no supervision, both doors to napping room were closed. No sleep log or LIC 9227 on file: On February 22nd, 2024: LPA observed 9 infants unsupervised (8 in highchairs and 1 in the napping room. Some infants were observed eating in highchairs, while others were waiting for food. There was one staff in the kitchen and one in the classroom. The area where the highchairs are located is not visible from the kitchen or the classroom.
Staff-Infant Ratio 101416.5 (b): There shall be a ratio of one teacher for every four infants in attendance.
- On February 22nd, 2024: LPA observed 11 infants with 2 staff.
Personnel Requirements 101216 (i)(1): (i) Prior to employment or initial presence in the child care center, all employees and volunteers subject to a criminal record review shall: (1) Obtain a California clearance or a criminal record exemption as required by law or Department regulations.
- On July 13rd , 2018: One staff was present with a criminal record clearance.
