32 | LPA observed a pool on the grounds of the community center that is not fully visible from the entrance of the facility and is not visible to children in care. The pool is in the front South West side of the building and fenced with walls that are approximately seven (7) to (8) feet tall. There is a Life guard on duty at all times when the pool is in use. Director Gould provided a declaration indicating the following:
Toddlers will never use the pool.
Staff will provide direct supervision when entering and exiting the classroom at all times.
Pool entrances will remain locked when children are in care.
Water Safety certified life guard stationed themselves at the in ground wading pool which is used on occasion by the preschool in the summertime. There is no entrance from the classrooms that directly lead to the pool. Classroom nine is in a key carded locked area and is approximately 60 steps to an elevator down to ground and 60 steps away from the entrance to the pool. All other classrooms are also in a key carded locked building and are approximately 205-250 adult steps to the entrance to the pool. Director Gould provided a Lifeguard schedule that indicates a lifeguard is on duty from Monday through Thursday 8:00am to 8:00pm and 8:00am to 6:00pm on Friday.
LPA could not locate an original waiver on file for the pool that has been in operation prior to June 1st 1995. LPA Birks informed Director that in order to make the facility as safe as possible, LPA will seek additional guidance as the facility may be exempt from certain pool requirements. However, LPA will require that the facility install a keycard lock on the main pool door entrance. A North and South Entrance remain locked at all times.
Based on the September 18, 2023 Fire Clearance, measurements taken, available of toilets and sinks; and observation of the pool, LPA will seek guidance regarding exempt pool requirements. However, LPA will require that the facility install a keycard lock on the main door entrance leading to the pool. Once completed, LPA will recommend the facility be approved for the capacity change of adding the 24 toddlers to the preschool license. A final review of the application will be conducted by the Department. Once licensed, the Licensee is required to adhere to the terms and limitations stated on the license.
No deficiencies were cited during today's inspection. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Director Emily Gould.
