On 11/21/2023 Licensing Program Analyst (LPA) Judy Laureano arrived at above mentioned facility for the purpose of delivering findings of the above mentioned allegation. Upon arrival, LPA met with Director Violet F. Edward and toured the facility. LPA observed 18 children and 5 staff members providing care and supervision.

On 9/6/2023 Licensing Program Analysts (LPA) Judy Laureano and Cristina Castellanos arrived at 4400 Del Amo Blvd., Torrance, CA 90503 for the purpose of investigating the above-mentioned allegations. Upon arrival, LPAs met with Violet Edwards, facility director and discussed the purpose of the visit. LPAs toured the facility and observed 11 children in care with 4 staff members providing care and supervision. Present during today’s inspection was R. Sanchez, assistant director/floater.

LPA reviewed the following documents: children's roster, staff roster, diapering log and parent handbook. Any documents not available during today’s inspection, director agrees to email LPAs.

On 9/6/2023 interviews of staff and director were initiated. On 11/21/2023 interviews of all relevant parties were completed. Based on record review, interviews of all relevant parties and review of relevant documents, no information was disclosed that children’s personal rights were violated by not changing diapers in a timely manner, therefore the allegation is unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove or disapprove of the allegation, therefore the allegations are found to be unsubstantiated.

Exit interview was conducted and a copy of the report was provided.
